Overview

This standard is about responding to incidents, accidents and emergencies in the Tramway environment.  It is about being able to take the required action when incidents, accidents and emergencies have occurred.  The action you take must be in line with your organisation's procedures and guidelines and must always be within the limits of your authority.  In situations outside your ability or authority you should know where and how to get help from, for example, the emergency services. You will also be able to give details of and record incidents, accidents or emergencies when required and any action you have taken in line with organisational procedures.

This standard is for those who work in the Tram and Tramway environment.


Performance criteria

You must be able to:

P1        confirm you are wearing the correct PPE (Personal Protective Equipment) and following the relevant health and safety procedures

P2        take action to deal with incidents, accidents and emergencies in the Tramway environment within the limits of your own authority

P3        use warning systems and signals in line with organisational procedures

P4        maintain your own safety while responding to incidents, accidents and emergencies

P5        call for expert help in line with organisational procedures

P6        give details of the incidents, accidents and emergencies to the relevant expert help, when required

P7        preserve the integrity of evidence, when required, in line with organisational procedures

P8        record the details of incidents, accidents and emergencies, including any action taken, in line with organisational procedures

P1        **Health and safety** **procedures** ****may include; moving and manual handling, Personal Protective Equipment (PPE), , lone working, Personal Track Safety, safe systems of work (authorised access/egress points, signage, lighting, CCTV, walking to and from a work site, planned protection arrangements, emergency stop protection arrangements, possession arrangements, isolation requirements, communication/warning arrangements and techniques, positions of safety, safety zones, lookout arrangements, first aid points, emergency assembly point, safety briefings,  fire evacuation, working at height requirements, working in confined spaces requirements, authorised walking routes, emergency service support (as required), walking to and from a vehicle, designated parking areas). P2**       ** **Action** may include; evacuation from a given area, isolation, possession, protection, raising the alarm, calling the emergency services, locating equipment (fire extinguisher, first aid box, defibrillator, additional PPE (Personal Protective Equipment), isolation of an area, using warning systems and signals, locating a position of safety/assembly point), completing an incident form.** ** **Incidents, accidents and emergencies** may include, fire (smoke, fumes), explosion, conflict, chemical leak (spillage, fumes), medical (fall, crush, burn, scald, shock, electrical shock, cuts, death), entrapment, obstruction, unstable structures/loads/embankments, collisions/derailments, extreme weather, 'near-miss', dewirement, power failure, security threat, stolen property. P3        **Warning systems and signals** may include; whistle, horn, flag, hand/arm, radio, phone, lights, torch. P5        **Expert help** may include; senior personnel, dedicated safety personnel, emergency services. P6        **D****etails** may include; date and time, those involved, nature of an injury, circumstances, witness testimony, visual inspection, location.

Tram

Tramcars, tram vehicle, and any other rail vehicles that operate on tramways. It includes one or more trams coupled together and includes non-passenger-carrying vehicles.

Tramway environment

Includes the tramway (a set of rails, switches and crossings which form the route of a Tram) , infrastructure (fixed assets used for the running of the Tram transport system, including, the tramway, bridges, tunnels, stops, stations and fixed equipment for signalling, communications and electrification), depots, stabling yards.
