Overview

This standard is about promoting and contributing to healthy, safe and secure working environments and practices. You ensure that the physical environment and working practices in your area of responsibility comply with relevant legislation, and your organisation's requirements. 

You consult with staff and other representatives on health and safety issues, ensuring that risk and benefit of any proposed activity is fully understood, and that there are assessment systems in place to identify and assess hazards and risks. You are able to manage the health and safety of your organisation on a daily basis, monitoring and recording relevant details such as conditions, venue and activity choice as appropriate for the intended outcomes of the activities. You also take action to control or reduce hazard without compromising the benefits of the working environment and practice by ensuring resources are available, safe and their use and maintenance are recorded in line with legal and manufacturers requirements.

For purposes of this standard, an 'organisation' and 'working environment' can mean a self-contained entity such as a private sector company, a charity or a local authority, a significant operating unit, with a relative degree of autonomy, within a larger organisation or as a freelance/sole trader.

This standard is recommended for managers and advanced practitioners in the active leisure sector.


Performance criteria

You must be able to:

1. identify your personal responsibilities and liabilities under health and safety legislation
2. ensure the working environments and practices in your area of responsibility comply with legislative, manufacturers and organisational health and safety requirements and are reviewed when required
3. check compliance with your organisation's health and safety requirements following any significant incident, changes to the environment, practices or legislation
4. consult with representatives on health and safety issues, in line with legislative and organisational requirements
5. set up, monitor and maintain a system for identifying health and safety hazards in your area of responsibility
6. implement a risk-benefit assessment system in your area of responsibility
7. design operating procedures, that facilitate an appropriate balance of risk and benefit to the participants. 
8. understand the legal and organisations need for secure information management when designing or reviewing working environments and practices
9. allocate sufficient resources across your area of responsibility to deal with health, safety and security issues
10. demonstrate your personal commitment to health, safety, security and productivity through your actions
11. review and consult with staff on the application of health and safety requirements in your area of responsibility and make recommendations to inform future developments
12. operate within your scope of practice and in accordance with the guidelines
13. follow current legislation, guidelines, policies, procedures and protocols which are relevant to your work practice and to which you must adhere


Knowledge and Understanding

You need to know and understand:

1. the importance of health, safety and security in the workplace, 
your personal responsibilities and liabilities under health and safety legislation
2. how to keep up to date with legislative and other developments relating to health and safety
3. the theories, legal position, and methods of developing a risk assessment
4. the significance of risk-benefit assessment and how to make effective risk-benefit decisions which are based on comprehension of the situation and its demands
5. how to identify and mitigate risks to the security of participants, equipment, resources and information. 
6. how and when to source and consult with specialist expertise to support you in managing health, safety and security issues
7. the ways of developing an open and transparent safety culture in your area of responsibility which puts health, safety and security first without compromising the benefits of the working practice
8. how to establish and use risk assessments for identifying hazards and assessing risks, the actions that should be taken to control or reduce them, and the type of resources required
9. how to effectively balance and manage the benefit of an activity against the risks, to ensure effective development
10. how to establish systems for monitoring, measuring and reporting on health, safety and security performance in your area of responsibility
11. how and when to review the written health and safety requirements in your area of responsibility and produce/provide findings to inform future planning and decision-making 
12. the operational plans for your area of responsibility and the resources allocated to and across your area of responsibility for health, safety and security
13. the allocated responsibilities for health, safety and security in your area and your organisation 
14. the scope and limitations of your own competence, responsibilities and accountability as it applies to your job role
15. current legislation, guidelines, policies, procedures and protocols which are relevant to your work practice and to which you must adhere
