Overview
This standard is about contributing to operational communication plans for pre-planned events and spontaneous incidents. It covers your ability to identify and gather information and intelligence and use it to contribute to national, regional or local operational strategies for dealing with pre-planned events and spontaneous incidents. It includes identifying risks for your area of responsibility, advising on resources and assisting in developing plans. As part of this standard you will be expected to work with other agencies.
This standard is recommended for communication advisors within the emergency services who have an operational role in dealing with incidents.
Performance criteria
You must be able to:
1. confirm your role and responsibilities for operational communications to relevant others in your organisation and multi agency partners
2. use agreed joint decision making model to inform planning
3. gather information from previous planned events, spontaneous incidents and other relevant sources that meet organisational knowledge requirements
4. consider risks to people, property and the environment at incidents in line with operational communications planning requirements
5. identify measures to reduce risks to people, property and the environment in line with operational communications risk planning requirements
6. share information with multi agency partners to gain a joint understanding of possible risks
7. establish communication options available for Operational and/or Tactical Commanders to manage incidents in line with organisational requirements
8. contribute to the development of communications plans using information gathered in line with operational communications planning requirements
9. review plans to respond to changing circumstances in line with operational communications planning requirements

4. your organisation’s measures to mitigate risk

7. your organisation’s requirements for maintaining communication plans
8. the impacts of communication plans on multi agency partners and the ability to work jointly
