Overview

This standard is about your ability to identify funding sources and other resources for work with individuals impacted by domestic abuse or sexual violence.
It includes submitting proposals for funding and other forms of support and negotiating the terms of your proposal to a successful conclusion.
As part of this standard, you will be expected to establish good working relationships with actual and potential fundholders.


Performance criteria

You must be able to:

1. identify resources required to deliver your organisation's proposed initiatives for addressing domestic abuse or sexual violence, including:
• sources of finance and resources
• objectives and interests of those who provide funding and resources
• costs and risks for those who can provide funding and resources
2. create a list of individuals and organisations that can provide resources which support your organisation's proposed initiatives for addressing domestic abuse or sexual violence
3. prepare costed proposals for funding and resources in line with organisational policies and procedures
4. present information to relevant others in line with organisational policies and procedures
5. agree proposals and recommendations for funding and resources with relevant stakeholders
6. submit proposals, bids and applications to providers of finance and other resources in line with required procedures and timescales
7. respond to requests for further information to clarify bids and proposals in line with required procedures and timescales
8. agree contractual arrangements with providers of finance and other resources in line with agreed bids and proposals
9. inform relevant others about the outcome of bids, proposals, and applications in line with required procedures and timescales
10. inform those using resources of any terms and conditions that apply to resource use in line with agreed contractual arrangements
11. develop contingency plans which address potential issues affecting required finances and resources
12. monitor the effectiveness of sourcing processes for initiatives in line with organisational policies and procedures
13. amend sourcing processes if required in ways which enhance future work and processes
14. monitor others involved in securing resources for compliance with relevant legal requirements and organisational policies and procedures

You need to know and understand:

1. legal, organisational and policy requirements relevant to your role, the role of others in your organisation and the activities being carried out.
2. the relevant national and local guidelines, policies and procedures available and how and when they should be accessed.
3. requirements relating to funding and resources for programmes to address domestic abuse and sexual violence and their impact on your area of operations
4. the range and role of other agencies and services you may work with
5. the limits of your authority, responsibility and professional competence
6. what constitutes domestic abuse and sexual violence and its prevalence in the local community
7. signs of abuse and the methods used by abusers to gain power and control
8. the impact of abuse upon all of those affected by it, including individuals and dependents.
9. types of information and support sought by those affected by domestic abuse or sexual violence.
10. sources of information and support available to those affected by domestic abuse or sexual violence
11. national and local initiatives and their impact on services towards addressing domestic abuse and sexual violence in your community
12. objectives, strategies and plans of your organisation
13. proposed initiatives of your organisation including those which require finance and resources
14. providers of finance and other resources used by your organisation
15. other potential providers of finance and their associated benefits and risks
16. organisational policies and procedures for acquisition of resources
17. organisational criteria for selecting types and providers of finance and other resources
18. sources of information about resource opportunities, including those within the statutory and charitable sectors
19. how to make a business case
20. how to promote the benefits of your proposed initiatives
21. objectives and remit of funding organisations and any constraints under which they operate
22. information required by funding organisations and their templates, tools and procedures for submitting bids, applications and proposals
23. those who should be consulted on proposals and recommendations for obtaining finance and resources
24. different types of agreements and contractual arrangements with providers of finance and what they should include
25. actions that may need to be taken in the event of a shortfall in funding
26. common issues that may occur when obtaining finance and resources
27. the importance of contingency planning for obtaining finance and resources

Domestic Abuse
Any incident or pattern of incidents of controlling, coercive, threatening behaviour, violence or abuse between those aged 16 or over who are, or have been, intimate partners or family members regardless of gender or sexuality.
The abuse can encompass but is not limited to, a combination of psychological, physical, sexual, financial and emotional abuse.
This definition also includes so-called ‘honour’ based violence, female genital mutilation (FGM) and forced marriage. Children also experience domestic abuse when witnessing domestic abuse.
Intersectionality
The interconnected nature of social categorisations such as race, class, and gender, regarded as creating overlapping and interdependent systems of discrimination or disadvantage
Needs led approach
a way of working to ensure that the support offered to someone experiencing domestic abuse is offered based on their needs and that builds on their strengths and resources available to them. It recognises the knowledge they have of the person who is using abuse. With the rights the non-abusive person can build their independence, recover from the trauma they have experienced and gain their life back and source change that lasts
People at risk
An individual who is defined as in need of special care, support, or protection because of age, disability, risk of abuse or neglect
Sexual Abuse
Undesired sexual behaviour by one person to another. This is often carried out by force or be taking advantage of the other person This term is generally used when the sexual behaviour is regular or over a prolonged period of time.
Sexual Assault
Any unwanted sexual behaviour that a person has not consented to.
This can range from rape to voyeurism or exhibitionism, to unwanted touching above or under clothes.
Sexual Violence
Similar in nature to Sexual Abuse, but this term is more often used to describe brief or single incidences, such as if sexually assaulted by a stranger.
Strength based approach
Is an approach to working with individuals that recognises their strength to overcome their experiences
Trauma Informed
an approach to health and care interventions which is grounded in the understanding that trauma exposure can impact on a person. Practitioners in a way so as to not inadvertently retraumatise impacted individuals; and with an emphasis on client safety, choice, collaboration and empowerment.
