Overview

This standard is about implementing protection arrangements in the rail industry. Protection is a key function in providing safety to the railway and its customers. The type of protection referred to in this unit is both the protection that is intended for planned activities such as planned maintenance as well as protection that is intended for emergency situations. The application of relevant rules, regulations and instructions is key in implementing the protection arrangements.

You will be required to implement the appropriate protection, making sure it is maintained and removed correctly.

During this work, you must take account of the relevant worksite operational requirements, procedures and safe working practices as they apply to you.

Your underpinning knowledge will provide a good understanding of your work and will provide an informed approach to applying problem-solving techniques and procedures during this activity.

You will comply with any organisational procedures, and legislative or regulatory health, safety and environmental requirements applicable during this activity.

This standard is for those who implement protection arrangements in the rail industry. It is particularly applicable to those who undertake protection duties.


Performance criteria

You must be able to:

P1 maintain safe working practices and comply with all relevant health and safety regulations, directives, and guidelines
P2 identify any necessary changes to safety requirements upon site arrival and report to the relevant person(s) without delay
P3 source and follow the appropriate schedules, diagrams and related specifications for the work being carried out as approved by your organisation
P4 check that implementation is based upon current, accurate and sufficient information about protection requirements
P5 access resources, verify and deploy them according to your organisation's procedures
P6 seek alternative methods of protection and where necessary, evaluate them for their impact on safety and operations, and utilise them
P7 implement protection according to relevant rules, regulations, instructions and your organisation's procedures
P8 establish and maintain effective communication with the relevant persons prior to, during, and on completion of protection
P9 review protection arrangements to meet any changed circumstances
P10 relinquish protection on completion of activities according to your organisation's procedures
P11 take responsibility for the care and use of the resources within the limits of your own authority
P12 prepare appropriate documentation to update on progress and report completion of activities in line with your organisation's procedures
P13 address problems within your control and report unresolved issues


Knowledge and Understanding

You need to know and understand:

K1 the relevant health and safety regulations, directives, guidelines, and safe working practices and procedures defined by your organisation, as appropriate to the activity and your working area
K2 your responsibilities in respect of health, safety and environment, including the limits of your personal responsibility, your legal responsibility for your own health and safety and the health and safety of others
K3 the importance of wearing protective clothing and other appropriate type of safety equipment (PPE) and where to obtain it from
K4 how to locate and access the site
K5 hazards associated with working on permanent way infrastructure
K6 environmental and safety risks associated with working with hazardous substances and materials
K7 how to source and follow schedules, diagrams and specifications relevant to your role, as approved by your organisation
K8 your organisation's procedures which apply to your work role
K9 the type of information needed to be communicated and the appropriate methods of communication
K10 the relevant persons with whom communication must be established and maintained
K11 the sources of information on protection arrangements and how to access them
K12 how to analyse and evaluate information on protection
K13 the local procedures for implementing and relinquishing protection arrangements
K14 how to identify the need for, and the availability of, alternative protection arrangements
K15 how to access resources for protection and verify them for sufficiency and suitability
K16 the means of available protection and their potential impact on safety and operations
K17 the limitations of protection equipment and systems
