Applying deck screeds and other deck coverings
Overview
This standard identifies the competences you need to apply deck screeds and other deck coverings, in accordance with approved procedures. You will be required to access the appropriate contractual and other specifications, to check that these are of the latest issue and to extract all necessary information in order to carry out the application of the deck screeds and other deck coverings. You will be required to check that all surfaces to which coverings are to be applied have been prepared in accordance with the process specification and that any necessary exclusion, containment, masking, protection and ventilation requirements are implemented. You will be expected to select the appropriate and specified tools and equipment and to ensure that they are fit for purpose. You will be expected to apply a variety of deck coverings, in a number of shipyard and onboard environments.
Your responsibilities will require you to comply with organisational policy and procedures for the deck covering activities undertaken and to report any problems with these activities that you cannot personally resolve, or are outside your permitted authority, to the relevant people. You will be expected to work with a minimum of supervision, taking personal responsibility for your own actions and for the quality and accuracy of the work that you carry out.* *
Your underpinning knowledge will provide a good understanding of your work and will provide an informed approach to the application of marine deck coverings. You will understand the deck screed, the covering procedures and techniques used and their application. You will know about the substrates, their preparation requirements, deck covering materials and their preparation requirements, in sufficient depth to provide a sound basis for carrying out the activities, correcting faults and for ensuring that the deck coverings are to the required standards and to the customer's expectations.
You will understand the safety precautions required when carrying out the deck covering operations. You will be required to demonstrate safe working practices throughout and will understand the responsibility you owe to yourself and to others in the workplace.
Performance criteria
You must be able to:
work safely at all times, complying with health and safety and other relevant regulations, directives and guidelines
ensure the material surfaces to be treated are suitably prepared for the finishing operations to be carried out
- check that the finishing equipment and coatings are set up and maintained at satisfactory operating conditions and levels
- carry out the treatment process in accordance with operating procedures and the component specification requirements
- ensure that the treated workpiece achieves the required characteristics and meets the finishing specification
- deal promptly and effectively with problems within your control and report those that cannot be solved
- dispose of waste and excess materials in line with agreed organisational procedures
- shut down the finishing equipment to a safe condition on completion of the processing activities
- complete relevant documentation in line with organisational
procedures
Knowledge and Understanding
You need to know and understand:
the safe working practices and procedures to be observed when working with marine coating materials and mixing equipment (such as general workshop and site safety, appropriate personal protective equipment (PPE), protecting other workers from the effects of the work, safety in enclosed/confined spaces, atmospheric controls)
how to recognise and deal with emergencies and the procedures to be followed (such as methods of safely evacuating and closing down of compartments in the case of fire or other major incident, first aid, fire fighting and resuscitation of personnel)
- statutory requirements, risk assessment procedures and relevant requirements of HASAWA, COSHH, (such as Approved Codes of Practice (ACOP), The Management of Health and Safety at Work Regulations, The Provision and use of Work Equipment Regulations, the Confined Space Regulations, The Special Waste Regulations, the Pollution Prevention and Control Regulations, The Water Resources Act)
- the hazards associated with the storage of, the preparation of and the disposal of marine coating products and solvents (including the information to be found in manufacturers data sheets and in Chemical Hazard Information and Packaging for Supply) (CHIPS) data sheets)
- the requirements for working in confined spaces and the importance of emergency procedures and safe systems of work (including permits to work, Required Air Quantities (RAQs) and local exhaust ventilation (LEV)) to maintain safe conditions; the provision of adequate and safe lighting and avoidance of sources of ignition
- how the usage of particular materials (such as adhesives) can result in a compartment (such as a tented enclosure or accommodation space) becoming a confined space
- the personal protective equipment (PPE) to be worn during the coating activity
- the characteristics of and applications for, deck screeds and deck coverings; the use of manufacturers' data sheets and the requirements for the application of particular products, in order to comply with the contractual specifications
- how to carry out currency/issue checks of the specifications you are working with
- the incompatibility of different types of deck screed
- the preparation requirement for particular deck screed products (such as correct mixing tools and speeds, adding aggregate to mix for profiled screeds, the adjustment of consistency of certain products to aid spreading such as by the addition of small volumes of water)
- the preparation of adhesives required for particular deck coverings and the importance of shelf life and of batch numbers
- the need to ensure that the substrates have been prepared correctly for the deck screeds/coverings to be applied
- the importance of appropriate environmental conditions for the application of particular products and for the curing of screeds
- how to carry out a moisture test of the mix and of the deck
- the importance of the cure of an underlay before applying finishing screed
- the requirement to seam weld certain polymeric materials (such as ethylene propylene diene monomer (EPDM) in electrical compartments)
- the techniques required for applying deck screeds and deck coverings and the incorporation of gullies if specified
- the use of deck screed repair kits
- the quality control requirements and techniques to be observed
- the identification of faults in application, their causes and their correction
- the safe and appropriate disposal of waste materials
- the extent of your own responsibility and whom you should report to if you have problems that you cannot resolve
Scope/range
Scope Performance
1. Ensure that the appropriate measures are implemented before commencing application of the coatings, to include carrying out all of the following:
- use the correct contractual specifications and manufacturers' specifications
- use appropriate health and safety documentation, including CHIPS data and risk assessments
- implement appropriate emergency arrangements for work in confined spaces
- wear appropriate personal protective equipment (PPE) at all times during the coating/covering operations
- ensure that appropriate exclusion zones and containment facilities are set up
- ensure that any mechanical mixing equipment is correctly prepared for use
- carry out any necessary masking
- provide weather protection for the areas to be sprayed (where appropriate)
- ensure that environmental conditions meet the requirements for the application of the coating (such as surface temperature, air humidity)
2. Mix and prepare for use the following:
- adhesive for sheet or tile material
Plus two more from the following: - underlay screed
- finishing screed
- self levelling screed
- profiled (non-slip) screed
3. Apply deck screeds in five of the following areas:
- accommodation spaces
- technical/electrical compartments
- food preparation compartments
- navigation/operational spaces
- passageways
- weather decks
- bathrooms
- storerooms
4. Lay one of the following:
- polymeric sheet
- polymeric tiles
- ceramic tiles
in two of the following areas: - accommodation spaces
- navigation/operational spaces
- food preparation spaces
- passageways
- bathrooms
- technical/operational spaces
5. Apply deck coverings (screeds and/or screeds and sheet or tiles) to two of the following substrates:
- ferrous
- non-ferrous
- composite material
- Wood
6. Carry out one of the following:
- lay carpet material
- use a polymeric screed repair kit
7. Lay deck coverings, using the appropriate techniques to achieve all of the following:
- correct screed depth
- smooth surfaces, free from ripples
- specified surface characteristics
- any slope or gully specified for drainage (where appropriate)
- complete coverage of defined area
- any dado specified
8. Apply deck coverings in accordance with one of the following standards:
- BS or ISO standards and procedures
- customer (contractual) standards and requirements
- company standards and procedures
- covering manufacturer's recommendations
- recognised compliance agency/body's standards
9. Reinstate the work area on completion of the deck covering application activities, to include carrying out all of the following:
- clean and return all tools, equipment and excess materials
- remove protection and exclusion arrangements (if no longer required)
- leave the work area in a safe and clean condition
- complete all relevant documentation (such as condition/pre-treatment of substrates, coating material preparation, equipment settings, confirmation of standard of finish)
