Overview

This standard identifies the competences you need to apply special finishes to various marine substrates, in accordance with approved procedures.  You will be required to access the appropriate contractual and other specifications, to check that these are of the latest issue and to extract all necessary information in order to carry out the coating application.  You will be required to check that all surfaces to which coatings are to be applied have been prepared in accordance with the process specification and that any necessary exclusion, containment, masking, protection and ventilation requirements are implemented.  You will be expected to select the appropriate and/or specified equipment and ensure that it is fit for purpose and is correctly set up, maintained and adjusted.  You will be expected to apply a variety of special finishes, in a number of shipyard and onboard environments. 

Your responsibilities will require you to comply with organisational policy and procedures for the specialist coating activities undertaken and to report any problems with these activities that you cannot personally resolve, or are outside your permitted authority, to the relevant people.  You will be expected to work with a minimum of supervision, taking personal responsibility for your own actions and for the quality and accuracy of the work that you carry out.* * 

Your underpinning knowledge will provide a good understanding of your work and will provide an informed approach to applying special marine finishes.  You will understand the specialist coating procedures and techniques used and their application.  You will know about the substrates, their preparation requirements, special coating materials and their preparation requirements, in sufficient depth to provide a sound basis for carrying out the activities, correcting faults and for ensuring that the treated surfaces are to the required standards and to the customer's expectations. 

You will understand the safety precautions required when carrying out the specialist coating operations.  You will be required to demonstrate safe working practices throughout and will understand the responsibility you owe to yourself and to others in the workplace.


Performance criteria

You must be able to:

  1. work safely at all times, complying with health and safety and other relevant regulations, directives and guidelines
  2. ensure the material surfaces to be treated are suitably prepared for the finishing operations to be carried out

  3. check that the finishing equipment and coatings are set up and maintained at satisfactory operating conditions and levels

  4. carry out the treatment process in accordance with operating procedures and the component specification requirements
  5. ensure that the treated workpiece achieves the required characteristics and meets the finishing specification
  6. deal promptly and effectively with problems within your control and report those that cannot be solved
  7. dispose of waste and excess materials in line with agreed organisational procedures
  8. shut down the finishing equipment to a safe condition on completion of the processing activities
  9. complete relevant documentation in line with organisational
    procedures

Knowledge and Understanding

You need to know and understand:

  1. the safe working practices and procedures to be observed when working with hand and mechanical surface preparation tools (such as general workshop and site safety, appropriate protective equipment, protecting other workers from the effects of the work, safety in enclosed/confined spaces, working at height, use of mobile elevated working platforms (MEWPs), atmospheric controls)
  2. statutory requirements, risk assessment procedures and relevant requirements of HASAWA, COSHH, (such as Approved Codes of Practice (ACOP), The Management of Health and Safety at Work Regulations, The Provision and use of Work Equipment Regulations; the Confined Space Regulations; The Special Waste Regulations; the Pollution Prevention and Control Regulations; The Water Resources Act)
  3. the hazards associated with the products to be applied (including information to be found in manufacturers' data sheets and in Chemical Hazard Information and Packaging for Supply (CHIPS) data sheets, and with any tools and equipment used (solvent vapours, dermatitis exposure, airborne particles, heat) working at heights and over water, confined spaces and the importance of adequate and safe lighting)
  4. the environmental impact of the operations you are carrying out and of the materials you are using and the minimisation of this impact
  5. the health and safety requirements of the work area in which you are carrying out your surface treatment activities and the responsibility they place upon you
  6. how to recognise and deal with emergencies and the procedures to be followed (such as methods of safely evacuating and closing down of compartments in the case of fire or other major incident, first aid, fire fighting and resuscitation of personnel)
  7. the requirements for working in confined spaces and the importance of emergency procedures and safe systems of work (including permits to work, Required Air Quantities (RAQs) and local exhaust ventilation (LEV)) to maintain safe conditions, the provision of adequate and safe lighting and avoidance of sources of ignition
  8. the personal protective equipment (PPE) to be worn during the coating preparation and application processes
  9. how to obtain the required work procedures and instructions and how to interpret these requirements (to include the appropriate standards and specifications, use of manufacturers' data sheets to ascertain any product preparation requirements, application limitations, any special application recommendations)
  10. how to carry out currency/issue checks of the specifications you are working with
  11. the need to ensure that the substrate has been correctly prepared for the product to be applied
  12. the importance of maintaining appropriate environmental conditions for the application and curing of the product being applied
  13. the procedures for the safe handling and safe use of the products being applied
  14. selection of the correct tools and equipment for the preparation and application of the materials to be used
  15. the techniques required for the application of the materials to a variety of surfaces
  16. the requirements for working afloat, on outer bottoms and at height
  17. any requirements for exclusion zones
  18. the procedure to contain and to clear away spillages
  19. the importance of appropriate environmental conditions for the application of particular products and for the curing of the coatings
  20. the quality control requirements and techniques to be observed
  21. the identification of faults in application, their causes and their correction
  22. simple non-destructive testing procedures to ensure that the required performance qualities are achieved
  23. the safe and appropriate disposal of waste materials
  24. the extent of your own responsibility and whom you should report to if you have problems that you cannot resolve

Scope Performance


1.  Ensure that the appropriate measures are implemented before commencing application of the coatings, to include carrying out all of the following: 
1.1 use the correct contractual specifications and manufacturers’ specifications 
1.2 use appropriate health & safety documentation, including CHIPS data and risk assessments
1.3 implement appropriate emergency arrangements for work in confined spaces 
1.4 ensure that appropriate personal protective equipment (PPE) is available and correctly maintained and that it is correctly used 
1.5 ensure that appropriate exclusion zones and containment facilities are set up
1.6 ensure that the surface or component to be treated is prepared in accordance with the appropriate specification 
1.7 carry out any necessary masking 
1.8 provide weather protection for the areas to be sprayed (where appropriate)
1.9 ensure that environmental conditions meet the requirements for  the application of the coating (such as surface temperature, air humidity)
1.10 provide any means required to promote the curing of the product used (such as air supply, warm air, heating)

2.  Carry out three of the following specialist activities (shown in bold):
2.1 Signwriting: carry out both the following activities:
2.1.1 mark out any guidelines required
2.1.2 brush apply the specified information (using the colours specified and stencils if required)
plus six of the following:
2.1.3 draught marks
2.1.4 other statutory marks
2.1.5 ship’s name
2.1.6 pennant numbers
2.1.7 flight deck/helideck markings
2.1.8 apply gold leaf
2.1.9 location markings
2.1.10 damage control markings
2.1.11 evacuation route markings
2.1.12 hazard markings
2.1.13 other specific markings
        
2.2 Decorative Work:  apply decorative finishes to two of the following: 
2.2.1 honour boards
2.2.1 lifebuoys
2.2.2 ship’s crest
2.2.3 ceremonial fittings

2.3 Anti-Limpet Paint:  Apply coatings to two of the following:
2.3.1 stabilizer fins
2.3.2 rudders
2.3.3 shaft brackets

2.4 Fairing/Filling: for the application of fairing/filling compounds, carry out all of the following activities:
2.4.1 confirm that the product is correctly specified
2.4.2 prepare the product in accordance with manufacturers recommendations
2.4.3 select tools as recommended by product manufacturer
2.4.4 apply product in accordance with manufacturers recommendations

2.5 Plus:  Apply fairing/filling compounds for two of the following uses:
2.5.1 fairing in way of sonar domes
2.5.2 other hull fairing
2.5.3 caulking interiors of tanks
2.5.4 fairing other minor blemishes

2.6 Powder Coating:  for powder coating of components undertake all of the following activities:
2.6.1 confirm that the surface preparation meets the specification
2.6.2 check that the surface is free from contaminants
2.6.3 apply power coating electro-statically
2.6.4 correctly position powdered components in curing oven/cabinet
2.6.5 operate the facility to cure powder coatings
2.6.6 inspect cured components


3. Apply specialist finishes to achieve all of the following:
3.1 correct film thickness
3.2 complete coverage of the surface to be coated
3.3 profile specified (fairing)
3.4 smooth surface, free from runs and drips
3.5 correct colour and gloss level (where appropriate)

4.  Apply specialist finishes, in accordance with one or more of the following standards: 
4.1 BS or ISO standards and procedures
4.2 customer (contractual) standards and requirements 
4.3 company standards and procedures
4.4 product manufacturer’s recommendations
4.5 recognised compliance agency/boy’s standards

5.  Reinstate the work area on completion of the specialist coating activities, to include carrying out all of the following:
5.1 clean and returning all tools, equipment and excess materials
5.2 remove protection and exclusion arrangements (if no longer required)
5.3 leave the work area in a safe and clean condition 
5.4 complete all relevant documentation (such as condition/pre-treatment of substrates, coating material preparation, equipment settings, confirmation of standard of finish)
