Overview

This standard identifies the competences you need to dismantle and remove marine access structures, in accordance with approved procedures.  You will be required to dismantle and remove the access structures in accordance with health and safety requirements and Lifting Operations and Lifting Equipment Regulations (LOLER).  The access structures to be dismantled and removed will include such items as gangways, platforms, outer-side platforms, under-side platforms, hanging platforms and access ladders.  You will be expected to use safe and appropriate techniques to remove access structure securings, to dismantle them and remove them, without causing damage to the access structures or to surrounding structures. 

Your responsibilities will require you to comply with health and safety regulations and your organisation's policies and procedures for the dismantling and removal of the access structures.  You will be required to report any problems with the dismantling activities which you cannot resolve, or which are outside your defined authority, to the relevant people.  You will be expected to work with a minimum of supervision, or in conjunction with others, taking personal responsibility for your own actions and for the accuracy and safety of the work that you undertake.

Your underpinning knowledge will be sufficient to provide a sound basis for your work and will provide an informed approach to applying the required dismantling and removal procedures to marine access structures.  You will have an understanding of the dismantling procedures used and their application and will know about the dismantling and removal requirements, equipment and materials to be used, in sufficient depth to provide a sound basis for carrying out the activities to the required standards.

You will understand the safety precautions required when carrying out the dismantling and removal operations.  You will be required to demonstrate safe working practices throughout and will understand the responsibility you owe to yourself and others in the workplace.


Performance criteria

You must be able to:

1. work safely at all times, complying with health and safety and other relevant regulations, directives and guidelines 2. establish and where necessary support structures before removal of securing devices 3. remove fastenings in the correct sequence using approved techniques 4. identify and attend to damage and defects in the components or structures in line with organisational requirements 5. store the removed structures safely in an appropriate location 6. tidy up the site and leave it in a safe condition 7. complete relevant paperwork in accordance with organisational requirements 8. deal promptly and effectively with problems within your control and report those that cannot be solved 9. inform the appropriate people when the dismantling is completed

Knowledge and Understanding

You need to know and understand:

  1. the specific safety precautions to be taken when dismantling and removing access structures, and the need for ensuring load security (such as general workshop and site safety, appropriate personal protective equipment (PPE), protecting other workers during the lifting operations, accident procedure; statutory regulations, risk assessment procedures and COSHH regulations)
  2. the hazards associated with dismantling and removing access structures and how they can be minimised
  3. the various types of access structures used in the marine environment (such as gangways, platforms, outer-side platforms, under-side platforms, hanging platforms and access ladders)
  4. how to dismantle the access structures and the range of equipment that can be used (such as powered lifts, sky climbers, hanging baskets, slings/wire ropes, harnesses, hydraulic jacks/skids, pulley blocks, man-riding baskets and chain blocks)
  5. an understanding of the Approved Code of Practice (ACOP) for safe use of lifting equipment, and Lifting Operation and Lifting Equipment Regulations (LOLER) also BS7121
  6. the specific requirements for the marking of lifting equipment and the specific method used in the organisation in which you are working
  7. the range of equipment to be used for the lifting operations (such as hand and power operated cranes, winches, pulling equipment)
  8. the lifting equipment accessories to be used (such as slings, chains, wire ropes, eye bolts)
  9. checks to be made on the lifting equipment prior to use and what you should look for
  10. how to determine the approximate weight of the access structure/load to be moved
  11. how to check that the lifting equipment is capable of lifting the access structure/load to be moved
  12. how to determine the centre of gravity of the access structure/load and how to determine suitable slinging and lifting points

  13. how to plan and prepare a route for moving access structures/loads and the areas that you will need to take into account

  14. the specific requirements for the organisation of dismantling and removing access structures
  15. signalling techniques used to communicate with crane drivers (to include hand signals, radio and verbal commands)
  16. how access structures should be stored, handled and maintained
  17. the problems that can occur with slinging, lifting and moving loads and how these can be avoided
  18. the extent of your own responsibility and whom you should report to if you have problems that you cannot resolve

Scope/range


Scope Performance

  1. Ensure that the equipment to be used is suitable for the task involved and is in a safe and usable condition, by checking all of the following:

    1. all equipment is certified and compliant, within test dates (LOLER)
    2. all slings/wires are free from defects
    3. the removal equipment selected is suitable and has a sufficient SWL (safe working load) or working load limit (WLL) for the application
    4. the method of removal is appropriate to the surrounding environment
    5. the identification number and SWL or WLL are clearly marked on the equipment to be used
    6. an appropriate storage area for removed components is available
  2. Use the correct sequence to dismantle and remove four of the following types of access structures:

    1. gangways
    2. platforms
    3. outer-side platforms
    4. under-side platforms
    5. hanging platforms
    6. access ladders
    7. other specific access structure
  3. Use four of the following lifting and moving techniques to remove the access structure:

    1. cranes
    2. winches
    3. powered lifting equipment
    4. lifting appliances
    5. pulling appliances
    6. block combinations
    7. other specific equipment
  4. Use five of the following during the dismantling of the access structures:

    1. powered lifts
    2. sky climbers
    3. hanging baskets
    4. slings/wire ropes
    5. harnesses
    6. hydraulic jacks/skids
    7. pulley blocks
    8. person-riding baskets
    9. chain blocks
  5. Support and remove access structures with suitable securing devices, using three of the following:

    1. guide wires/ropes
    2. eye bolts/shackles
    3. bottle screws
    4. support frames
    5. stays/stiffeners
    6. securing lugs
  6. Complete the relevant paperwork, to include one from the following:

    1. build records
    2. log cards
    3. job cards
    4. quality documentation
