Overview

This standard identifies the competences you need to hand over responsibility and control of an engineering activity to the appropriate person, in accordance with approved procedures. This will involve handing over responsibility for engineering activities, such as those requiring equipment or processes to be set up or changed over, where maintenance or modification needs to be carried out or is completed, on the completion of installation or commissioning activities, and for such items as business improvement or risk assessment activities to take place. This will involve checking that all safety, environmental and, where applicable, contractual arrangements, have been met before final handover to the appropriate person.

On handing over the responsibility, you will be expected to highlight any project or process modifications, changed or unusual features, or areas of high risk that may be present in the activities. You must also ensure that you receive documented confirmation that everyone involved in the handover accepts that the activity has been handed over satisfactorily.

Your responsibilities will require you to comply with organisational policy and procedures for the handover activities undertaken, and to report any problems with the handover procedure that you cannot personally resolve, or are outside your permitted authority, to the relevant people. You will be expected to work with a minimum of supervision, taking personal responsibility for your own actions, and for the quality and accuracy of the work that you carry out.

Your underpinning knowledge will provide a good understanding of your work and will give an informed approach to applying handover procedures to engineering activities. You will understand the activity being handed over, and its application, and will know about the operating procedures and potential problems, in adequate depth to provide a sound basis for carrying out the handover safely and correctly.

You will be aware of any health, safety and environmental requirements applicable to your area of responsibility. You will be required to demonstrate safe working practices throughout and will understand the responsibility you owe to yourself and others in the workplace.


Performance criteria

You must be able to:

  1. work safely at all times, complying with health and safety legislation and other relevant regulations, directives and guidelines
  2. verify that the plan or schedule for handover is adequately defined and clear to all those involved
  3. define, record and agree the state of the project at handover with all the relevant people
  4. clearly identify any unusual features of the project or process
  5. ensure that the transfer of responsibilities is executed in a way that avoids gaps in responsibility and dual responsibilities occurring
  6. carry out the handover to those affected in an accurate and timely manner, and obtain agreement between everyone involved on the precise moment of transfer of responsibility
  7. deal promptly and effectively with problems within your control and report those that you cannot solve
  8. record and present the handover documentation to the appropriate people

Knowledge and Understanding

You need to know and understand:

  1. the health and safety requirements of the area in which the handover is to take place, and the responsibility they place on you
  2. the specific health and safety precautions to be applied during the handover procedure, and their effects on others
  3. the legal aspects for the transfer of responsibilities, and any contractual commitments that might be in force
  4. methods of transfer of responsibilities
  5. use of work breakdown structure and quality assurance system for monitoring and control of the handover
  6. means of identifying and categorising any outstanding work
  7. the importance of handover checklists to ensure that essential aspects of the handover are not missed out
  8. the importance of wearing protective clothing and other appropriate safety equipment (PPE) during the handover, and where it may be obtained
  9. the checking process to be followed before handing over the activity (such as safety, quality, functionality, specification)
  10. the appropriate handover procedure, depending on the activity carried out (such as installation, service, manufacture, process)
  11. the procedure for involving the appropriate people when commencing handover
  12. the need to highlight any unusual or changed features of the activity
  13. the importance of informing the appropriate person of any identified future requirements that may be needed
  14. the importance of confirming that the other person understands the handover responsibilities
  15. the importance of ensuring that the person you are handing over to accepts that the activity is in a suitable condition for handover to take place
  16. the organisational documentation procedures applicable to the handover
  17. how to create and maintain effective working relationships with appropriate people (such as encouraging, helping, politeness, open discussions across the organisation)
  18. problems that can occur during handover, and how they can be overcome
  19. the extent of your own authority, and whom you should report to if you have problems that you cannot resolve

Scope/range

  1. Confirm that the activity is ready for handover, by carrying out all of the following checks, as applicable to the activity being handed over:

    1. the activity is in a suitable condition for handover to take place
    2. all safety and environmental issues have been addressed
    3. any specific customer requirements have been addressed
    4. materials and documents used during the activity have been returned/disposed of in the appropriate manner
    5. documentation identifying the completion of the activity has been issued
    6. all personnel involved in the activity are aware of the completion
    7. arrangements for handover are in place
  2. Carry out handover activities at two of the following stages:

    1. completion of a project       
    2. phase completion of a project    
    3. ongoing/work in progress
  3. Carry out the correct handover procedures for one of the following engineering activities:

    1. setting up of manufacturing or processing activities
    2. maintenance activities
    3. testing and trialling
    4. research and development
    5. installation activities (such as mechanical, electrical/electronic, environmental equipment installation)
    6. modification and repair activities
    7. commissioning/decommissioning
    8. plant and equipment layout (such as equipment changeover, equipment replacement)
    9. equipment capability studies/performance measurement
    10. lifting and moving of large components/assemblies (including transportation/delivery)
    11. engineering safety audits or risk assessments
    12. business improvement activities
  4. Carry out all of the following during the handover procedures:

    1. provide evidence to the appropriate people that the activity is ready to be handed over
    2. confirm that the other person(s) accept(s) that the activity is ready for handover to them
    3. highlight to the appropriate person any modifications or unusual features that have occurred, and where further work or maintenance may be required
    4. hand over all documentation relating to the activity
    5. obtain agreement from the other person that they now accept responsibility for the activity being handed over
    6. complete any necessary handover documentation
    7. confirm that the other person knows who to contact, and how, for future information or requirements
  5. Carry out the handover to one of the following people:

    1. customer/client                       
    2. maintenance supervisor
    3. production/process supervisor    
    4. other specific person
  6. Carry out all of the following on completion of the handover activities:

    1. validation and evaluation of the handover systems and procedures used
    2. suggested improvements to the way in which the handover activities take place
    3. recommendations for improvements or changes to the handover systems and procedures in place
  7. Record and present the handover documentation to the appropriate people using the following methods:

    1. specific organsiation documentation
