Overview

This standard identifies the competences you need to plan and decommission engineering equipment, processes or facilities, in accordance with approved procedures. This will include confirming the decommissioning requirements with clients, planning and obtaining resources, and defining and working to timescales. You will also be required to monitor and verify that the decommissioning requirements have been achieved.

Your responsibilities will require you to comply with organisational policy and procedures for ensuring the successful decommissioning of engineering equipment, processes or facilities, and to report any problems that you cannot personally resolve to the relevant authority. You will be expected to work unsupervised, either on your own or as part of a team, which you may lead or direct, taking full responsibility for your actions, and possibly for the work of colleagues or subordinates.

Your underpinning knowledge will provide a good understanding of general and discipline-specific engineering principles and processes. You will be fully conversant with organisational procedures and systems for decommissioning. You will understand the decommissioning process, maintenance principles and processes, and resource management, in adequate depth to provide a sound basis for carrying out the activities to the required standard.

You will be fully aware of any health, safety and environmental requirements, and also the appropriate legislative and regulatory frameworks applicable to your area of responsibility. You will be required to ensure that safe working practices are maintained throughout, and will understand the responsibility you owe to yourself and others in the workplace.


Performance criteria

You must be able to:

  1. work safely at all times, complying with health and safety and other relevant regulations, directives and guidelines
  2. plan the most appropriate way to decommission the engineering product or process
  3. identify potential decommissioning problems and produce appropriate contingency plans
  4. specify clearly the decommissioning methods and procedures that should be implemented
  5. confirm that conditions are suitable to implement the decommissioning methods and procedures
  6. calculate the resources and timescales required to implement the decommissioning
  7. control the use of resources to achieve the most effective results
  8. ensure that the decommissioning is implemented according to plan and complies with all relevant regulations, directives and guidelines
  9. identify and solve any decommissioning problems that occur
  10. verify the decommissioned status of the engineering product or process
  11. assess the results of the decommissioning on the remaining engineering products or processes

Knowledge and Understanding

You need to know and understand:

  1. the health, safety and environmental requirements applicable to the decommissioning activities, the location and the equipment, process or facility being decommissioned
  2. how to obtain details of the decommissioning proposal
  3. the factors that could affect plans for decommissioning
  4. the types of decommissioning problems that could occur, and how to solve them
  5. how to prepare contingency plans for any anticipated problems
  6. the alternative decommissioning practices that could be used for different engineering equipment, processes or facilities
  7. how to verify that the decommissioning activity has been completed
  8. the affect and impact the decommissioning could have on other engineering equipment, processes or facilities
  9. the range of conditions that should be considered before undertaking the decommissioning
  10. how to obtain information on resources
  11. how to determine the resources necessary
  12. how to ensure that the necessary resources are available and suitable
  13. the regulations, directives and guidelines that are applicable to the decommissioning activity
  14. how to obtain and interpret information on regulations, directives and guidelines
  15. the extent of your own responsibility and to whom you should report if you have problems that you cannot resolve

Scope/range


Scope Performance

  1. Carry out all of the following during the decommissioning process:

    1. identify the equipment, processes or facilities to be decommissioned
    2. plan the decommissioning process to minimise disruption to normal working
    3. identify the necessary resources and timescales for the decommissioning
    4. anticipate potential problems and produce appropriate contingency plans
    5. confirm that the conditions are suitable for the decommissioning to proceed
    6. carry out the decommissioning in accordance with regulations and guidelines
    7. confirm that the completed decommissioning has met all the requirements
  2. Specify appropriate methods and procedures to be used in the decommissioning of all of the following:

    1. isolation from services (such as gas, electricity, water, air)    
    2. safe handling and disposal of dangerous substances or items
    3. shutdown or deactivation of the equipment, process or facility                                                                                  
    4. safe handling and disposal of waste or scrap
    5. safety checks prior to and after decommissioning (such as to verify isolation, discharge stored energy, minimise hazards)     
    6. relocation of re-usable items or materials                                         
    7. restoration of services to the area (as appropriate)
    8. dismantling or decommissioning
  3. Identify the decommissioning timescales that will be required, and three of the following resources:

    1. equipment                     
    2. materials                       
    3. personnel
    4. facilities                         
    5. finance
  4. Ensure that the decommissioning complies with three of the following:

    1. organisational guidelines and procedures           
    2. recognised compliance agency/body's standards, directives or codes of practice  
    3. equipment manufacturer's operating specification/range                                                                                  
    4. customer standards and requirements
    5. health, safety and environmental requirements            
    6. British, European or International standards or directives
  5. Identify and confirm that all of the following conditions are met for the decommissioning:

    1. authorisation                                                              
    2. preparation of site
    3. availability of resources                                              
    4. compliance with regulations, directives and guidelines
    5. preparation of products or processes                          
    6. environmental
  6. Implement the decommissioning process using all of the following:

    1. maintaining efficient use of resources
    2. monitoring the process against the decommissioning plan
    3. identifying and solving problems as they occur
  7. Record and communicate the decommissioning process to the appropriate people, using:

    1. a verbal report

plus one from the following:
2. electronic mail                                                       
3. computer-based presentation
4. written or typed report                                            
5. specific company document
