Propose decommissioning of engineering equipment, processes or facilities
Overview
This standard identifies the competences you need to propose engineering equipment, processes or facilities for decommissioning, in accordance with approved procedures. You will be required to prepare proposals for the decommissioning, including assessing which equipment, processes or facilities should be decommissioned, ensuring that the proposed decommissioning complies with all regulations, directives, guidelines, company policies and procedures, and preparing and presenting your recommendations to the appropriate people.
Your responsibilities will require you to comply with organisational policy and procedures for ensuring the successful preparation of decommissioning proposals, and to report any problems that you cannot personally resolve to the relevant authority. You will be expected to work unsupervised, either on your own or as part of a team, which you may lead or direct, taking full responsibility for your actions, and possibly for the work of colleagues or subordinates.
Your underpinning knowledge will provide a good understanding of general and discipline-specific engineering principles and processes. You will also be fully conversant with organisational procedures and systems. You will understand the decommissioning process, maintenance principles and processes, and the specifications, details and formats of the items to be decommissioned, in adequate depth to provide a sound basis for carrying out the activities to the required standard.
You will be fully aware of any health, safety and environmental requirements, and the appropriate legislative and regulatory frameworks applicable to your area of responsibility. You will be required to ensure that safe working practices are maintained throughout, and will understand the responsibility you owe to yourself and others in the workplace.
Performance criteria
You must be able to:
- work safely at all times, complying with health and safety and other relevant regulations, directives and guidelines
- assess the effectiveness of the engineering products or processes in delivering the required outputs
- identify the options for decommissioning engineering products or processes
- obtain accurate details of the engineering products or processes that could potentially be decommissioned
- review all relevant aspects of the engineering products or processes to assess their decommissioning
- assess the advantages and disadvantages of decommissioning the engineering products or processes
- identify the safety and environmental requirements of the decommissioning process
- establish that the decommissioning complies with all relevant regulations, directives and guidelines
- recommend engineering products or processes for decommissioning
Knowledge and Understanding
You need to know and understand:
- the health, safety and environmental requirements applicable to the proposed decommissioning
- how to obtain details of what engineering equipment, processes or facilities are not performing to the required standards
- the methods and techniques involved in assessing which equipment, processes or facilities should be decommissioned
- the different levels of decommissioning that could be applied
- how to obtain details about the equipment, process or facility proposed for decommissioning
- the advantages and disadvantages of decommissioning a particular process, facility or item of equipment
- how to obtain and interpret the relevant legislative and regulatory documentation
- how to obtain and interpret company policy
- how to prepare a proposal for decommissioning, and the appropriate format to use
- how to present reports and recommendations
- the company reporting procedures, documentation and their application
- whom to inform of the proposal(s), and by what means
- the extent of your own responsibility and to whom you should report if you have problems that you cannot resolve

Scope Performance
Carry out all of the following activities when proposing equipment, processes or facilities for decommissioning:
- select a process, facility or item of equipment for potential decommissioning
- determine the extent of the decommissioning (partial or complete)
- gather all relevant information on the equipment, process or facility that you propose to decommission
- determine the decommissioning requirements of the equipment, process or facility
- ensure that proposed decommissioning methods and procedures meet relevant regulation, directives and guidelines
- present the decommissioning proposal with full justification and assessment of alternatives
Recommend two of the following for decommissioning:
- assets
- services
- equipment
- systems
- production processes
- installations
- facilities
Assess the effectiveness of products, processes or facilities against all of the following:
- safety
- technology
- process capability
- legislation/regulations
- forecasts/trends
- obsolescence
- financial viability
- viability of services/utilities
- scrap levels
- environmental impact
- quality performance
- other specific factor
Determine the level and extent of the proposed decommissioning from all of the following aspects:
- shutdown
- isolation
- deactivation
- disposal
- removal
- other specific aspect
Identify decommissioning requirements from three of the following:
- organisational guidelines and procedures
- recognised compliance agency/body's standards, directives or codes of practice
- equipment manufacturer's operating specification/range
- customer standards and requirements
- health, safety and environmental requirements
- British, European or International standards
Prepare a proposal for decommissioning that includes all of the following:
- recommendations for decommissioning
- reason/justification for the selection
- details of options
- advantages and disadvantages of the various options
- cost implications
- timing considerations
- environmental considerations
- regulations, directives and guidelines involved
