Supporting the management and development of systems and procedures in a continuing airworthiness environment
Overview
This standard identifies the competences you need to support the management and development of continuing airworthiness systems and procedures, in accordance with approved procedures. You will be required to obtain all relevant information on current working practices procedures and systems, evaluate them against current continuing airworthiness legislation, directives and guidelines, provide advice and guidance and make recommendations for change/improvement, produce and/or revise standard operating procedures and systems and agree their implementation
Your responsibilities will require you to comply with organisational policy and procedures during the supporting and to report any problems that you cannot personally resolve, or that are outside your permitted authority, to the relevant people. You will be expected to work with a minimum of supervision, taking personal responsibility for your own actions and for the quality and accuracy of the work that you carry out.
Your underpinning knowledge will provide a good understanding of your work, and will provide an informed approach to supporting the management and development of continuing airworthiness systems and procedures. You will understand the regulatory requirements including relevant directives and guidelines for providing continuing airworthiness certification including the processes, procedures and terminology used and their applications, and will know about them in adequate depth to provide a sound basis for carrying out the supporting activities
You will understand the specific safety precautions required when carrying out the supporting activity. You will be required to demonstrate safe working practices throughout, and will understand the responsibility you owe to yourself and others in the workplace.
Performance criteria
You must be able to:
work safely at all times, complying with health and safety and other relevant regulations, directives and other relevant guidelines
obtain all relevant information relating to the continuing airworthiness activities
- liaise and work with appropriate colleagues, clients and other applicable organisations when developing and managing continuing airworthiness systems and procedures
- identify any current continuing airworthiness systems and procedures being used
- evaluate the systems and procedures being used and assess their compliance against the required continuing airworthiness legislation and directives
- communicate your observations with the appropriate people in the agreed format and timescales
- provide advice and guidance on methods and procedures required to achieve continuing airworthiness requirements
- agree action plans to produce and/or revise continuing airworthiness procedures and systems
- produce and/or revise procedures and systems to ensure they reflect current working practices and meet the required continuing airworthiness legislation and directives
- present the new or revised systems and procedures to the appropriate people
- agree an implementation and communication plan with the appropriate people
- support the implementation of new or revised systems and procedures
- support the review and evaluation the implemented systems and procedures to ensure they are being complied with
- recommend any improvements to continuing airworthiness systems and procedures
- the extent of your own authority, and to whom you should report in the event of problems that you cannot resolve
Knowledge and Understanding
You need to know and understand:
- the specific safety precautions to be taken in the areas where work is being undertaken
- the requirements and importance of understanding and applying human factors as defined by the regulatory requirements and the potential impact if these are not adhered to
- how to access information on continuing airworthiness regulations, standards, directives and guidelines
- how to plan the resources and time needed to carry out the agreed activity
- how to obtain and interpret company policies and procedures
- the information systems that are in use within the organisation, and how to access the required data
- the importance of collecting as much relevant information as possible to facilitate the development and review of systems and procedures
- the different communication techniques used to obtain the required information
- how to obtain clarification on directives and how to make appropriate challenges of the source, where appropriate
- the benefits of adopting formalised systems and procedures for organisations working in a continuing airworthiness environment
- the importance of involving the user/customer in the development and review of systems and procedures
- how to evaluate current working practices, procedures and systems to determine if they are efficient and compliant with current continuing airworthiness legislation, directives and guidelines
- the different ways and formats in which standard operating procedures can be produced
- the importance of applying version control for any documentation produced and the implications if this is not adhered to
- why it is important to review and audit company procedures, systems and working practices to ensure that they are still fit for purpose and compliant with current continuing airworthiness legislation, directives and guidelines
- the extent of your own responsibility, and whom you should report to if you have problems that you cannot resolve
- the sources of technical expertise if you have problems that you cannot resolve
Scope/range
Support the management and development of systems and procedures associated with one of the following types of aircraft as defined by International Civil Aviation Organisation (ICAO) current listing:
- commercial/military passenger ( over 5700kg)
- commercial/military passenger ( under 5700kg)
- commercial/military freight ( over 5700kg)
- commercial/military freight ( under 5700kg)
- rotary craft
- private large aircraft
- private small aircraft
Use information obtained from seven of the following sources to support the management and development of continuing airworthiness systems and procedures:
- current legislation, directives and guidelines
- current working procedures and systems
- historical records
- operational procedures/maintenance manuals
- quality and compliance audits
- health and safety information
- external sources
- feedback from operator/customer
- manufacturer's data
- training records
- colleagues
Support the management and development of systems and procedures for four of the following:
- quality assurance and compliance auditing
- development and/or revision of standard operating procedures
- content of the maintenance programme
- data and documentation requirements
- information systems
- training and development
- other compliance requirements (to be specified)
Ensure that the systems and procedures complies with the continuing airworthiness regulations, directives and guidelines, from all of the following:
- European Aviation Safety Agency (EASA) Civil Aviation Authority (CAA)/ regulations, guidelines or directives
- organisational guidelines and codes of practice
- customer standards and requirements
- aircraft/component manufacturer's operating specification/range including warranty considerations
- service bulletins/modifications
- airworthiness directives
- service information leaflets
- foreign (third country) airworthiness directives and service bulletins
- bi-weekly reports
Communicate the outcomes of the supporting activity to the appropriate people, using the following method:
- specific company documentation
