Overview

This standard identifies the competences you need to ensure aircraft operators/owners comply with continuing airworthiness regulatory requirements in accordance with approved procedures to ensure that a) the aircraft is maintained in an airworthy condition and that any operational and emergency equipment fitted is correctly installed and serviceable or clearly identified as unserviceable and b) that the aircraft airworthiness certificate remains valid and the maintenance of the aircraft is performed in accordance with the approved maintenance programme.

Your responsibilities will require you to comply with organisational policy and procedures when undertaking compliance monitoring and reporting, and to report any problems with these activities that you cannot personally resolve, or that are outside your permitted authority, to the relevant people. You will be expected to work with a minimum of supervision, taking personal responsibility for your own actions and for the quality and accuracy of the work you undertake.

Your underpinning knowledge will provide a good understanding of your work, and will provide an informed approach to the methods, techniques and procedures for monitoring and reporting on continuing airworthiness compliance activities. You will understand the regulatory requirements for providing continuing airworthiness certification including the processes, procedures and terminology used and their applications, and will know about them in adequate depth to provide a sound basis in order to monitor and report on continuing airworthiness compliance activities.

You will understand the safety precautions required in the work area where you provide technical guidance. You will be required to demonstrate safe working practices throughout, and will understand the responsibility you owe to yourself and others in the work area.


Performance criteria

You must be able to:

  1. work safely at all times, complying with health and safety legislation, regulations, directives and other relevant guidelines
  2. review and interpret the regulations, directives and guidelines relevant for the aircraft requiring continuing airworthiness certification
  3. clarify with the relevant people any aspects of the regulations, directives and guidelines that are unclear or require further information
  4. communicate to relevant people the importance of adherence to continuing airworthiness regulatory compliance requirements and the consequences of non-compliance
  5. keep up to date with all relevant and current continuing airworthiness regulations, directives and guidelines
  6. communicate any changes to the continuing airworthiness regulations, directives and guidelines to the relevant people.
  7. use agreed documentation and protocols to inform relevant people on the changes/amendments that have been made to the continuing airworthiness regulations, directives and guidelines
  8. ensure that organisational systems and procedures are in place to enable the organisation to comply with the regulatory requirements
  9. interpret the recipients requirements for technical advice or guidance on continuing airworthiness compliance activities
  10. monitor organisations adherence to the requirements of the continuing airworthiness regulations
  11. produce reports and send to the relevant people on the capacity and capability of the organisation to adhere to continuing airworthiness compliance requirements
  12. liaise with the appropriate people to make recommendations to support resolution of non-compliances of continuing airworthiness regulations, directives and guidelines
  13. establish the timelines required for the organisation to resolve non-compliances
  14. support the audit process to ensure that any non-compliances have been identified
  15. keep accurate and auditable records of all non-compliance activities

Knowledge and Understanding

You need to know and understand:

  1. the specific safety precautions to be taken in the work areas where technical guidance is being given
  2. the concept of compliance as an integral part of the activities carried out aircraft operator/owner and how it affects the strategy, policy, plans and culture of the sector
  3. the continuing airworthiness regulations, directives and guidelines that are relevant to the compliance activities
  4. the requirements and importance of understanding and applying human factors as defined by the regulatory requirements and the potential impact if these are not adhered to
  5. how to obtain up to date information on continuing airworthiness regulations, standards, directives and guidelines
  6. the organisational methods for communicating changes to regulatory compliance requirements
  7. how to obtain and interpret maintenance plans and schedules for different aircraft types including, drawings, charts, specifications or other documents
  8. why auditing is important to compliance and how to carry it out impartially, efficiently and effectively
  9. why it is important to monitor and audit the aircraft operators adherence to compliance requirements and the organisational procedures for carrying out monitoring or auditing
  10. the importance of presenting and communicating outcomes of any compliance activities and reporting clearly and accurately using the correct formats and protocols
  11. the implications if compliance activities are not reported clearly and accurately
  12. how to identify the correct category of non-compliance/ incident
  13. the internal procedures to be followed when carrying out compliance activities and incident reporting
  14. how to ensure the recipient understands any findings and reports on completion of the compliance/incident reporting activities
  15. the importance of maintaining, where appropriate individual, customer or company confidentiality
  16. the importance of traceability when dealing with and reporting on regulatory compliance issues
  17. the extent of your own responsibility, and whom you should report to if you have problems that you cannot resolve

Scope Performance

  1. Work with two of the following groups of people to ensure organisations are complying with continuing airworthiness regulatory requirements including relevant  directives and guidelines:

    1. colleagues in the same work group
    2. colleagues outside work group
    3. contractors
    4. client/customers
    5. regulatory body
  2. Ensure compliance with continuing airworthiness regulatory requirements for one of the following types of aircraft as defined by International Civil Aviation Organisation (ICAO) current listing:  

    1. commercial/military passenger ( over 5700kg)
    2. commercial/military passenger ( under 5700kg)
    3. commercial/military freight ( over 5700kg)
    4. commercial/military freight ( under 5700kg)
    5. rotary craft
    6. private large aircraft
    7. private small aircraft
  3. Monitor organisations compliance with Continuing Airworthiness Regulations with regards to EASA sub part G and H to include all the following:

Sub part G

1.  continuing airworthiness management exposition
2.  facilities
3.  personnel requirements
4.  airworthiness review staff
5.  continuing airworthiness management
6.  documentation
7.  airworthiness review
8.  privileges of the organisation
9.  quality system
10.  record keeping
11.  findings  

Plus two of the following from Sub part H
12. aircraft certificate of release to service

13.  component certificate of release to service
14.  pilot/owner authorisation  
  1. Investigate and report non-compliance incidents/activities relating to continuing airworthiness regulations to include two of the following:

    1. mandatory occurrence reporting
    2. incident occurrence reporting
    3. safety management systems reporting
    4. maintenance error management system
  2. Review corrective actions for the reported findings from one the following:

    1. three samples from internal audits
    2. three samples from external audits
  3. Provide evidence of a completed audit report including findings by the following method:

    1. specific company documentation

Plus by one other method from the following:
2. verbally supported by specific and auditable documentation
3. computer generated report
4. electronic mail
5. computer based presentation
6. other appropriate media

  1. Ensure that compliance monitoring and reporting activities complies all of the following:

    1. European Aviation Safety Agency (EASA) Civil Aviation Authority (CAA)/ regulations, guidelines or directives 
    2. organisational guidelines and codes of practice    
    3. customer standards and requirements
    4. aircraft/component manufacturer's operating specification/range including warranty considerations
    5. service bulletins/modifications
    6. airworthiness directives
    7. service information leaflets
    8. foreign (third country) airworthiness directives and service bulletins
    9. bi-weekly reports
