Produce compliance submissions and Energy Performance Certificates for new dwellings
Overview
This standard is about producing and issuing submissions for compliance with of the relevant devolved nation's Building Regulations energy performance requirements related to new dwellings. It is about the production and issue of Building Regulation statements, and Energy Performance Certificates (EPCs). The EPC will detail the overall performance ratings for the new dwelling, and recommended measures to improve the energy performance of the dwelling.
This standard is about preparing submissions for customers (i.e. builders and developers) and Building Control Bodies confirming that new dwellings comply with the relevant devolved nation's Building Regulations energy performance requirements. It is about comparing the energy performance of the proposed design with the relevant devolved nation's Building Regulations energy performance requirements and being able to discuss with customers how they can alter specifications to meet or exceed these requirements.
The standard requires that you issue Building Regulation statements and Energy Performance Certificates, using approved software to enter Energy Performance Certificates on the national register. You will give the Building Regulation statement/Energy Performance Certificate to the customer and respond to any requests for clarification of their contents. You will also maintain your own internal records in accordance with the relevant data protection legislation.

Performance criteria
You must be able to:
Prepare and issue submissions for compliance with Buildings Regulations
- assemble and collate information from assessment of the energy performance of new dwellings
- compare all aspects of energy performance of the proposed design with the requirements of the relevant devolved nation's Building Regulations and standards
- advise customers, on request, on whether the design will comply, how it might be improved and at what cost
- produce a submission at physical completion for 'as built' compliance with the relevant devolved nation's Building Regulations
Produce Building Regulation statements and Energy Performance Certificates
- assemble and collate information from the assessment and from relevant sources
- use approved software to determine energy performance ratings
- use the approved software to identify measures that owners/occupiers could take to improve the energy performance of new dwellings
- prepare Building Regulation statements and Energy Performance Certificates in compliance with the relevant devolved nation's regulations
Issue Building Regulation statements and Energy Performance Certificates and explain their contents
- lodge Energy Performance Certificates on the relevant national register on completion
- provide the customer with the completed Building Regulation statement or Energy Performance Certificate
- explain the contents of the Building Regulation statement or Energy Performance Certificate and their implications to the customer
- answer queries from customers about the Building Regulation statement or Energy Performance Certificate and provide clarification of the contents when required
- maintain internal records in accordance with devolved nation's requirements and the relevant data protection legislation
