Overview
This standard is about delivering organisation design and structure. It ensures that the organisation is appropriately designed and structured to deliver its objectives, in accordance with the strategy and operating plans. It includes identification of functions required within the structure, the design of jobs and implementation of systems for job evaluation and levelling.
This standard is for HR professionals who are involved in the delivery of organisation design and structure.
Performance criteria
You must be able to:
- research the organisational strategy and operating plans for potential impact on its structure
- establish key design principles for use across the organisation
- review the existing structure and evaluate it against organisational needs
- identify the factors which indicate the need to change organisational structure and consider alternatives
- identify the functions required within the organisational structure
- develop jobs’ specifications in accordance with the organisation design
- implement systems and processes for job evaluation and levelling
- assess opportunities to outsource activities to reduce costs or increase work quality
- consult with key stakeholders to agree the organisation design and structure

You need to know and understand:
- your organisational strategies, values, goals and objectives
- the sectors in which your organisation operates and the market factors impacting on its performance
- the sources of specialist information and expertise and how to access it
- how human resource levers drive organisational performance
- the methods of stakeholder management and engagement

- the potential alternatives to structural change and when to use them
- the common models of organisational design
- the principles of change management and the scope of employee involvement in this
- how to assess the impact of the design on other organisational factors such as behaviour, attitudes, culture, systems and communication channels
- the relevant metrics and principles of data management
- how to identify the functions required within the organisational structure
- how to assign accountabilities and responsibilities across the organisational structure
- the relevant models used to design jobs considering job size, scope, spheres of influence, accountabilities and internal and external relationships
- the limitations and advantages of job-levelling and evaluation processes and how to use them
- how to balance insourcing and outsourcing activities to improve quality or cost management
- the principles of agility, continuous improvement and business partnering needs
