Overview

This standard is about planning and designing the structure of the HR function. It includes defining the services to be delivered by the HR function, agreeing service levels and performance indicators, assigning responsibilities to meet stakeholder needs and establishing systems to evaluate performance and inform continuous improvement.

This standard is for HR professionals who are involved in planning the structure and design of the HR function.


Performance criteria

You must be able to:

  1. consult with key stakeholders to collate that their requirements for HR function
  2. define the services to be delivered by the HR function
  3. establish and agree with stakeholders Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) for the services to be delivered
  4. assess the costs and benefits of opportunities to outsource HR services to external HR suppliers
  5. assign responsibilities and accountabilities for HR processes to meet the needs of stakeholders
  6. work with IT specialists to support the IT infrastructure for delivery of services within HR function
  7. provide service excellence, customer care and value for money
  8. establish systems to evaluate performance against contracts, service level agreements and key performance indicators (KPIs)
  9. collate stakeholders’ feedback to establish improvements for the HR service

  2. the sectors in which your organisation operates and the market factors impacting on its performance
  3. the sources of specialist information and expertise and how to access it
  4. how human resource levers drive organisational performance
  5. the methods of stakeholder management and engagement
  6. the key stakeholders and how to consult with them to meet their demands and requirements
  7. the range of services to be delivered by the HR function
  8. the content of Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) and how to agree these with stakeholders
  9. how to assess the costs and benefits of outsourcing HR services to HR suppliers
  10. how to balance insourcing and outsourcing activities to improve quality or cost management
  11. how to assign accountabilities and responsibilities to meet stakeholders’ needs
  12. the service excellence, customer care and value for money within HR structure
  13. the relevant technologies, systems and tools for managing and optimisation of HR functions
  14. the principles of managing employees’ experience and their lifecycle
  15. how to establish systems for the evaluation of the performance of the internal HR team and of external suppliers
  16. the mechanisms of collecting stakeholders’ feedback to inform changes for HR function
  17. the principles of agility, continuous improvement and business partnering needs
  18. the Equality, Diversity and Inclusion (EDI) practices
