Overview
This standard is about planning and designing the structure of the HR function. It includes defining the services to be delivered by the HR function, agreeing service levels and performance indicators, assigning responsibilities to meet stakeholder needs and establishing systems to evaluate performance and inform continuous improvement.
This standard is for HR professionals who are involved in planning the structure and design of the HR function.
Performance criteria
You must be able to:
- consult with key stakeholders to collate that their requirements for HR function
- define the services to be delivered by the HR function
- establish and agree with stakeholders Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) for the services to be delivered
- assess the costs and benefits of opportunities to outsource HR services to external HR suppliers
- assign responsibilities and accountabilities for HR processes to meet the needs of stakeholders
- work with IT specialists to support the IT infrastructure for delivery of services within HR function
- provide service excellence, customer care and value for money
- establish systems to evaluate performance against contracts, service level agreements and key performance indicators (KPIs)
- collate stakeholders’ feedback to establish improvements for the HR service

- how to balance insourcing and outsourcing activities to improve quality or cost management
- how to assign accountabilities and responsibilities to meet stakeholders’ needs
- the service excellence, customer care and value for money within HR structure
- the relevant technologies, systems and tools for managing and optimisation of HR functions
- the principles of managing employees’ experience and their lifecycle
- how to establish systems for the evaluation of the performance of the internal HR team and of external suppliers
