Overview

This standard is about developing and agreeing an HR strategy.  It includes evaluating existing strategies against organisational needs and ensuring that the HR strategy is aligned with organisational culture and objectives.  An HR strategy should also take account of external and internal factors, how employees are being hired, managed and developed in line with organisational goals.

This standard is for HR professionals who are involved in the development of HR strategy.


Performance criteria

You must be able to:

  1. collate and evaluate all strategies and align them with organisational values and behaviours
  2. identify organisational needs and objectives in relation to HR strategy
  3. carry out Strengths Weaknesses Opportunities and Threats (SWOT) analysis
  4. specify timescales for the development and approval of the HR strategy
  5. define the HR mission statement in terms of organisational purpose and strategic direction
  6. implement external, internal factors and organisational culture into the HR strategy
  7. analyse and evaluate employees’ skillset
  8. conduct a gap analysis
  9. elaborate relevant practices for talent management and development
  10. define acquisition tactics to attract and retain talent
  11. comply with all relevant legal requirements, codes of practice and organisational procedures
  12. consult with key stakeholders in the organisation to agree the strategy
  13. review the HR strategy on a regular basis to comply with relevant legislation and codes of practice

  1. your organisational strategies, values, goals and objectives
  2. the sectors in which your organisation operates and the market factors impacting on its performance
  3. the sources of specialist information and expertise and how to access it
  4. how human resource levers drive organisational performance
  5. the principles of Strengths Weaknesses Opportunities and Threats (SWOT) analysis
  6. the principles of gap analysis
  7. the succession planning process
  8. how to develop an HR strategy and align it to organisational performance and needs
  9. the key components of your organisation’s HR strategy
  10. the principles of talent acquisition and recruitment
  11. the methods of stakeholder management and engagement
  12. the principles of talent management and development
  13. the equality, diversity and ethical requirements in relation to HR strategy
  14. how to assess the likely impact of the HR strategy on other organisational functions
