Overview

This standard is about identifying project and funding opportunities, as well as bidding for funding and projects.  Funding opportunities could be for projects, initiatives or programmes and the funding could be short, medium or long-term.  It is about securing funding for your area of responsibility.


Performance criteria

You must be able to:

  1. identify relevant sources of funding for the range of work that your organisation undertakes, in particular for your area of responsibility
  2. assess the practical constraints or benefits in securing funding from relevant sources
  3. assess the administrative and management implications of a successful bid
  4. confirm that your organisation has the resources and capacity to successfully deliver the objectives that the funding would support
  5. confirm that your proposal meets the detailed requirements of the specification provided by the funding body and meets the submission deadline
  6. conduct post-proposal negotiations in line with your organisational requirements and the opportunities and constraints identified by your earlier assessment
  7. provide additional information where required to enable negotiations to proceed
  8. seek feedback for future action where the negotiations are unsuccessful
  9. agree and confirm contracts to secure funding prior to the start of work

Knowledge and Understanding

You need to know and understand:

  1. how to identify and assess current and anticipated sources of funding for your organisation and your area of responsibility
  2. the relevant organisational, legal, resource and ethical issues which might be involved in taking on different types of work
  3. the relationship between work which the organisation may be interested in doing and its capacity to achieve it
  4. the opportunities and risks in funding arrangements
  5. how to prepare proposals and applications to secure funding
  6. the importance of historical information relating to proposals and how it can be used to inform current activity
  7. the reasons why organisations may choose not to apply for contracts even though they can achieve them
  8. your organisation's obligations and responsibilities under the relevant contract law
  9. the relevant organisational and legislative demands of the contract delivery
  10. the relevant sources of information and advice - technical, legal and financial
  11. the ways of presenting proposals to meet the relevant funding criteria and requirements
  12. the relevant information which is required for tenders and its purpose
  13. the range of operational resources required for successful delivery of the contract
  14. the requirements and demands of relevant funders and how they differ between sources
  15. why post-proposal negotiations may be necessary and how to conduct them
  16. how to conclude contract negotiations which are to enable the contract to proceed
  17. the methods of developing and establishing working relationships with contract holders
