Overview
This standard is about the removal of electrical, mechanical, and hydraulic plant and apparatus in an electricity power utilities environment.
This standard is suitable for a crafts person or technician working in the installation, commissioning and maintenance of wind turbine components in the power utilities environment.
Performance criteria
You must be able to:
- follow and maintain safe working and environment practices in accordance with your organisation’s requirements throughout the duration of the work
- use your organisation’s documentation and work instructions to determine the work location
- conduct a site-specific risk assessment in accordance with your organisation’s requirements
- develop a work plan that includes tasks and sequencing of tasks needed to complete the work activity
- provide the work plan to parties directly and indirectly responsible for completing the work activity
- inspect, prepare and carry out pre use checks on tools and equipment required to complete work activity in accordance with work instructions and equipment specifications
- select and wear required personal protective equipment when completing work activities in accordance with your organisation’s requirements
- apply and adhere to control measures in accordance with the requirements of the Safe System of Work (SSOW)
- locate the plant and equipment and establish what needs to be removed in accordance with your organisation’s requirements
- make sure stored energy is released prior to commencing work to remove plant and apparatus, in alignment with work instructions, specifically by applying safe isolation, prove dead, and de-energizing any hydraulic systems at the point of work
- take precautions to prevent damage to plant and apparatus before and during their removal
- remove plant and apparatus in accordance with equipment specification and work instructions
- label and store the removed components in accordance with your organisation’s requirements
- store tools and equipment on completion of the work activity in accordance with your organisation’s requirements
- dispose of waste materials and hazardous substances in accordance with your organisation’s requirements
- leave the work area in a condition that is in accordance with your organisation’s requirements
- report on unavailable or defective tools, equipment and resources in accordance with your organisation’s reporting procedures
- maintain documentation and report the completion of work activities in accordance with your organisation’s requirements
- deal with any problems within the limits of your job role responsibility
- report any problems outside your job role responsibility to designated personnel
Knowledge and Understanding
You need to know and understand:
- your responsibilities under current environmental, health and safety legislation and your organisation’s procedures in relation to the work to be carried out
- your organisation’s reporting lines and authorisation roles and responsibilities
- your organisation’s policies and procedures that directly impact on the work to be undertaken
- your organisation’s procedures and processes for reporting problems with tools and equipment
- processes and procedures to be followed for inspecting and preparing tools and equipment prior to use
- what personal protective equipment needs to be worn when undertaking work activities
- what materials and substances are dangerous and hazardous to health
- how to maintain safe working and environmental practices throughout the duration of the work
- how to minimise risks to self and others when undertaking work activities
- your organisation’s work instructions, information and reporting systems and documentation
- your organisation’s requirements for responding to the different types and categories of emergency situations that might occur
- the procedures for removing plant and apparatus using specified methods, processes and procedures
- what handling techniques and equipment should be used, in compliance with Lifting Operations and Lifting Equipment Regulations (LOLER), when removing plant and apparatus
- the procedures for identifying and reporting inaccurate and incorrect work instructions and documentation
- the safety techniques specific to electricity power utilities, including safe isolation procedures, prove dead, de-energising of hydraulic systems and confined space entry protocols, as required by your organisation
