Overview

This Standard is about preparing to reinstate excavations and pavement surfaces.  
It includes interpreting instructions, selecting tools, equipment and materials, identifying sub structures, following preparation procedures and reporting remedial works and defects. Materials can include including fine fill materials, back-fill materials, granular sub-bases, road base materials, bituminous road base materials, surfacing materials, concrete, modular surfacing, cold-lay, hot-lay and hot-rolled asphalt.
This Standard is for network construction operatives who prepare for reinstatement of excavations and pavement surfaces.


Performance criteria

You must be able to:

  1. use instructions and work specifications to identify the location of excavations and the extent of reinstatement required
  2. identify the area and type of structure for reinstatement in accordance with relevant codes of practice
  3. carry out preparation procedures for reinstatement of excavations in accordance with relevant codes of practice
  4. identify supply apparatus and sub-structures in accordance with relevant codes of practice
  5. select materials, tools and equipment for reinstatement in accordance with relevant codes of practice
  6. confirm that tools and equipment are in a condition suitable for use in accordance with the manufacturer's specifications and operational requirements
  7. report remedial work, defects in excavations, problems and conditions which are outside your control to appropriate people in accordance with organisational and operational procedures

Knowledge and Understanding

You need to know and understand:

  1. different types of pavement structure including flexible, composite, rigid and modular pavement construction, verge and natural ground
  2. preparation procedures including edge trimming, formation surface removal, removal of loose debris, repair formation
  3. the sub-surface requirements for each type of pavement surface
  4. the various types of excavation
  5. materials in excavations and possible defects
  6. preparation procedures and when they are appropriate including removal of loose debris, repair of formation
  7. remedial actions to take when defects are encountered
  8. the importance of complying with team leader's safety and procedural instructions
  9. the types of supply apparatus and sub-structures that may be encountered for utilities and other agencies
  10. methods of protecting each of the supply apparatus and sub-structures including apparatus, above ground services, built structures, the natural environment such as foundations, tree roots, natural watercourses
  11. methods of segregating different materials including new and re- usable materials for fine fill, backfill, sub-base, road base, and pavement surface
  12. methods of checking the condition of material that is to be reused
  13. main characteristics of surface, sub-surface and general reinstatement materials including fine fill materials, back-fill materials, granular sub- bases, road base materials, bituminous road base materials, surfacing materials, concrete, modular surfacing, cold-lay, hot-lay, hot-rolled asphalt
  14. methods of storing or protecting excavated material to prevent deterioration
  15. the tools and equipment used for reinstatement work including hand and power tools, and motorised equipment
  16. main industry procedures and practices for the reinstatement of excavations, including environmental, organisational, regulatory, emergency, operational, Health, Safety and Environment compliance and relevant company procedures within the remit of your responsibility
  17. the roles and responsibilities of persons within the highways operations team including site management structures
  18. procedures for reporting and recording job progress, problems, deviations to work programmes
  19. safe procedures for handling reinstatement equipment
  20. accident recording and reporting procedures
  21. the range and use of personal protective equipment used in reinstatement work
