Overview

This Standard is about maintaining health, safety and wellbeing in the waste resource management industry.  With the regenerative approach of the circular economy, waste is increasingly being seen as a resource which is made up of materials with future uses.  This Standard could apply to any type of waste resource management facility.

This includes making sure that hazards and risks are controlled safely and effectively, implementing organisational health and safety procedures and monitoring and reviewing safety and wellbeing on site.

This is for managers or supervisors of any type of waste resource management facility.


Performance criteria

You must be able to:

  1. conduct risk assessments and implement control measures at appropriate times
  2. maintain accurate records of workplace irregularities in approved organisational systems
  3. inform anyone entering the site about the hazards, risks and required actions to minimise them
  4. report hazards to appropriate people
  5. confirm that precautions to control risks have been agreed with people responsible for health and safety on site
  6. check at appropriate times that recommended actions have been carried out
  7. implement workplace health and safety procedures in relation to all identified hazards
  8. ensure procedures are in place to check the safety and wellbeing competences of employees
  9. conduct workplace monitoring at agreed intervals and in accordance with workplace instructions
  10. respond to any breaches of health and safety legislation in line with organisational and regulatory requirements
  11. plan training to address identified health and safety related training needs
  12. review performance of safety and wellbeing on site at appropriate intervals
  13. request feedback on safety and wellbeing performance from relevant people
  14. recommend changes to organisational health and safety procedures to appropriate people

Knowledge and Understanding

You need to know and understand:

1. the main legal requirements of health and safety legislation on waste resource management facilities, in relation to employers, employees and other people 2. workplace health and safety procedures in relation to plant, machinery, equipment, chemicals, fire, first aid, supervision of visitors and contractors, vehicle movements and  any other site specific hazards 3. the procedure to follow to ensure everyone has sufficient information about hazards, risks and required actions to minimise them including existing staff, visitors, new or agency staff, external contractors and any other relevant people 4. the different sources of reliable health and safety information 5. how to locate current health and safety information 6. the main features and legal requirements for fire risk assessment, accident management plans, control of hazardous substances, provision and use of work equipment and use of lifting equipment 7. the occupational health hazards associated with the work including mental health and wellbeing, physical lifting and hazardous substances 8. the difference between a hazard and a risk 9. how to complete a risk assessment 10. the difference between a formal and dynamic risk assessment 11. the hierarchy of ‘control measures’ 12. the characteristics of hazardous substances and their warning labels  13. the types of personal protective equipment (PPE) required and how they must be used, maintained and stored 14. the main causes of accidents and incidents on site 15. current regulator guidance on how to investigate accidents and incidents
