Overview
This Standard is about supervising utilities network construction operations across multiple sites. It could apply to Network construction operations for a single utility or in a multi-utility environment.
It involves co-ordinating activity and the use of resources across sites, checking work against technical specifications, plans and schedules, communicating with clients, making changes to work methods and schedules, making sure work limits damage to the environment and that work sites are reinstated to specification and pre-existing condition.
This Standard is for network construction supervisors who work across multiple sites.
Performance criteria
You must be able to:
1. verify that selected standards and specifications for work activities meet organisational requirements
2. make sure equipment and materials required to complete work activities meet technical specifications for intended purpose and function
3. monitor the supply and use of equipment, materials and people across sites so that they are available when specified in work schedules
4. monitor activities across different sites to make sure they are progressing to schedule at suitable opportunities
5. make sure that work is carried out and completed in accordance with health and safety and industry regulatory requirements and codes of practice
6. confirm that completed work activities meet technical specifications
7. use information from reliable sources to identify any variations of work on different sites against agreed plans and schedules
8. collect information from appropriate people about opportunities to improve results by adjusting work methods and procedures
9. initiate changes to work methods, procedures or schedules that have been authorised by appropriate people
10. make sure that work on sites is undertaken in a manner that limits damage to the environment in line with environmental requirements
11. make sure that work sites are reinstated to their specification and pre-existing condition once work is completed in accordance with organisational policies and procedures
12. resolve issues about defects, compliance with legislation, variations to schedules and supply of equipment, materials and people within the limits of your responsibility
13. refer problems that you cannot resolve to appropriate people
14. maintain records and documentation in accordance with the organisations policies and procedures

You need to know and understand:
1. relevant health and safety at work regulations
2. relevant environmental regulations
3. relevant sector and industry standards and nationally recognised legislative and regulatory codes of practice
4. the organisations communications, documentation and reporting systems and procedures
5. the organisation’s relevant working and operational policies, procedures and processes
6. the complete cycle of work from initiation to completion
7. sources of information on work activities being undertaken
8. the potential impact work activities can have on the broader community network and those work activities that fall outside the boundaries of prescribed and specified schedules of work
9. the interrelationship between the work on the different sites for which you are responsible
10. the benefits and disadvantages of coordinating common resources across multiple sites
11. resource management techniques
12. contingency planning techniques
13. how to recognise and respond to potential risks to health and safety that may occur in the working environment
14. how changes in work practice can minimise risks to health and safety to self and others
15. when it might be appropriate to initiate work activity that falls outside specified technical specifications or recognised working practices
16. the conditions that work sites need to be returned to
17. reporting lines and when to report to, and seek authorisation from, other people
18. procedures for communicating with supervisors, customers, clients, contractors, network operatives, colleagues, statutory bodies
