Overview
This standard is about the de-commissioning of gas storage and supply systems. This could also apply to bulk supply vessels for single or multiple dwellings or for cylinders. Gas storage vessels and supply systems can be for any type of fuel gas.
This includes confirming de-commissioning requirements, communicating de-commissioning requirements, setting isolation valves to the necessary positions, testing supplies to ensure that decommissioning processes are complete, taking precautionary action to ensure that decommissioned systems do not pose a safety hazard and complying with legislative requirements.
This standard is for anyone who de-commissions gas storage vessels and supply systems.
Performance criteria
You must be able to:
1. liaise with customers and contractors about proposed decommissioning activities and timings
2. check that conditions within systems will permit safe decommissioning
3. ensure all isolation valves are in appropriate positions to allow decommissioning
4. select and use tools and equipment that are appropriate for de-commissioning activities
5. use decommissioning tests and procedures which comply with industry codes of practice
6. remove and disconnect storage vessels and supply systems in line with job requirements
7. monitor own performance against specified work schedules
8. communicate possible delays to appropriate people during decommissioning activities
9. use appropriate visual checks and test methods to make sure decommissioning is complete
10. make sure that decommissioned systems and components comply with appropriate safety requirements
11. position safety notices and warning labels in appropriate places
12. seal decommissioning outlets using appropriate fittings
13. complete required records and documentation for de-commissioning
Knowledge and Understanding
You need to know and understand:
1. relevant statutory regulations, building regulations and standards, industry codes of practice, British and European standards and manufacturers' instructions, working procedures, safe working practices
2. the importance of confirming system design, specification, functions and outcomes of suspending operation of storage vessels
3. the need to liaise with others whose procedures or routines may be affected by the suspension of storage vessel operation
4. visual checks and test methods
5. potential hazards that could arise from decommissioning activities and checks to carry out before decommissioning takes place
6. decommissioning procedures relevant for the type of storage vessel and gas fuel you are working with
7. decommissioning procedures for temporary and permanent decommissioning of storage vessels
8. precautions to ensure that decommissioned storage vessels and components do not prove a safety hazard
9. fittings to prevent storage facilities being brought into operation
10. safety and warning notices and when it is appropriate to use them
11. how to complete storage vessel decommissioning records
12. delays associated with work performance, material, tools and equipment availability, changes to specification, defects or damage and risk assessments
13. how to liaise with customers, co-contractors and authorised people
