Install Engineering Components and Assets in Gas Network Construction
Overview
This national occupational standard defines the competence required to interpret technical specifications and install new engineering Components and Assets in Gas Network Construction.
This standard is for those responsible for operations during gas network construction activities. These activities will usually include the leadership and direction of the members of a team and decision making regarding the approach to take when undertaking the work.
This standard consists of four elements:
- interpret technical information for installing Components and Assets to the system
- select Components and Assets and resources for installation to the system
- install Components and Assets to the system
- use and communicate data and information
Performance criteria
You must be able to:
Interpret technical information for installing Components and Assets to the system
1. use drawings, records, work documents, manuals, technical specifications and authorisations to provide work details for connection
2. interpret dimensions, lengths, widths, and quantities from the technical information
3. interpret the positions of utilities plant, services, buildings, kerbs and boundaries from the technical information
4. make any necessary corrections to drawings, records and work documents
Select Components and Assets and resources for installation to the system
5. select the Components and Assets and resources in compliance with the work and quality specifications
6. check Components and Assets and installation equipment for operability and ensure free from damage
7. follow procedures to replace defective Components and Assets, non-match Components and Assets, and sub-standard Components and Assets
8. ensure sufficient labour, plant, equipment, materials and consumables are available for the work activity
Install Components and Assets to the system
9. interpret design specification to determine the method of installation to be used
10. carry out a site-specific risk assessment and review in accordance with company policy
11. apply control measures identified in risk assessments
12. select, check condition, use and store the appropriate personal protective equipment (PPE)
13. check and confirm the work environment conforms with instructions and specifications
14. select, prepare and operate installation equipment in accordance with the specification and manufacturer's instructions
15. position Components and Assets in accordance with the specification
16. assemble Components and Assets to industry standards using mechanical and/or fusion welding techniques
17. take adequate precautions to prevent damage to Components and Assets, tools and equipment during installation
18. protect installed Components and Assets in accordance with specification and codes of practice
19. maintain proximity distances from other utilities apparatus in accordance with approved codes of practice
20. ensure installed assets are supported and anchored in accordance with codes of practice
21. connect to existing PE {Polyethylene) or Metallic system using specific connections, in accordance with codes of practice
22. check quality of installation and confirm compliance with specified standard
23. maintain the security and safety of the system where work is not complete or not to schedule
24. ensure work practices conform to safe working procedures throughout the work activity
25. carry out all work to approved procedures and practices and in compliance with statutory and regulatory requirements
Use and communicate data and information
26. choose and provide information to people requiring technical information in a way that suits the person, type of information and how it will be used
27. check and confirm understanding of the technical information provided from the recipients
28. report, to a designated person, any inaccuracies in the technical information sources used
29. complete and store work documentation accurately and in line with approved policies and procedures
30. report to the designated person damage or defects to tools, equipment or materials
31. report work which is incomplete and not to schedule to the designated person
32. refer problems and conditions outside the responsibility of the job role to a designated person using approved procedures

1. the main responsibilities of the employer and employee under the Health and Safety at Work Act and how to comply with them
2. the main responsibilities of the employer and employee under environmental legislation
3. how to carry out and review risk assessments
4. the company reporting lines, roles, responsibilities and levels of authority

6. organisational accident recording and reporting procedures
7. the range and use of personal protective equipment for the work activity and procedures for checking PPE is fit for purpose
8. statutory, organisational and emergency reporting procedures
9. the potential dangers and hazards from medium or intermediate or high pressure systems

13. potential dangers in trenches and cavities
14. the dangers of taking actions that can create confined spaces risks in excavations
15. the importance of using the correct plant, tools, materials and system Components and Assets
16. reporting procedures for defective plant, tools, materials and system Components and Assets
17. faults associated with use of incorrect installation methods and tools
18. the range of isolation methods available and rationale for selection
19. the importance of obtaining necessary permissions for isolation of any part of the utilities network
20. range of actions to be taken if work cannot proceed to schedule
21. means of determining appropriate safe remedial action if work cannot proceed
22. methods of accessing information obtainable from reference documents, Regulations, Codes of Practice
