Overview

This national occupational standard defines the competence involved in operating powered tools and equipment for site operations on Gas Network Construction.  The standard identifies good practice when using powered static equipment, hand-operated powered tools, carrying out operations with powered tools and equipment and relevant small mobile plant.

This standard is for those responsible for operations during gas network construction activities. These activities will usually include the leadership and direction of the members of a team and decision making regarding the approach to take when undertaking the work.

This standard consists of four elements:

  1. prepare powered tools and equipment for use on site operations on gas network construction
  2. run and operate powered tools and equipment and small mobile plant
  3. shut down and carry out post-stop checks on powered tools and equipment and small mobile plant
  4. use and communicate data and information

Performance criteria

You must be able to:

Prepare powered tools and equipment for use on site operations on gas network *construction*

1.          use work instructions and specifications to confirm the operations requiring the use of powered tools and equipment and small mobile plant

2.          carry out a site specific risk assessment, and review in accordance with company procedures

3.          apply control measures identified in risk assessments

4.          select, check condition, use and store the appropriate personal protective equipment (PPE)

5.          carry out pre-start inspections on the powered tools and equipment and small mobile plant

6.          record any defects of the powered tools and equipment and small mobile plant in accordance with company procedures

7.          confirm powered tools and equipment and small mobile plant is safe, correct and ready for use in accordance with the work requirements

Run and operate powered tools and equipment and small mobile plant

8.         carry out start and stop procedures to confirm functions are in accordance with safe control and the manufacturers' operating instructions

9.         operate tools and equipment safety in accordance with specifications and in compliance with approved policies and procedures

Shut down and carry out post-stop checks on powered tools and equipment and small mobile plant

10.      stop powered tools and equipment and small mobile plant safely

11.      carry out required post-stop checks in accordance with organisational and operational procedures

12.      securely store powered tools and equipment and small mobile plant

13.      carry out all work to approved procedures and practices and in compliance with statutory and regulatory requirements

Use and communicate data and information

14.      record and report to the designated person defects in tool and equipment performance

15.      record and report to the designated person replacements which are identified

16.      check with designated personnel any circumstances where information appears incorrect

17.      use organisational information systems to record and store data and information   

18.      report to the designated person, any damage to tools and equipment

19.      refer problems and conditions outside the responsibility of the job role to a designated person using approved procedures
