Contribute to the mooring of vessels in jetty operations
Overview
This standard covers the competences you need to contribute to the mooring of vessels in jetty operations in accordance with approved procedures and practices.
You will be required to demonstrate that you can:
1 Ensure integrity of mooring system
2 Ensure that safe ship/shore access is maintained
3 Implement ship/shore safety checklist
During this work you must take account of the relevant operational requirements and safe working practices AS THEY APPLY TO YOU.
The activity is likely to be undertaken by someone in petro-chemical work setting, including individuals working in refineries, chemical plants and tank storage.
Performance criteria
You must be able to:
P1 inspect mooring equipment at prescribed intervals
P2 check that mooring tensions are safe and appropriate
P3 take appropriate action if equipment and or tensions appear not be safe and appropriate
P4 deal promptly and effectively with problems that are your responsibility,
and report those that you cannot solve and or are not your responsibility to the relevant person
P5 communicate all relevant information to the appropriate people
P6 work safely in accordance with operational and environmental
requirements
P7 test the ship/shore access to prescribed procedures
P8 take the appropriate action if the ship to shore access is unsafe
P9 ensure that the space on berth is adequate for the ship's gangway
P10 when required, deploy the gangway according to prescribed procedures
P11 follow relevant security procedures
P12 ensure that ship to shore access is adequately tended and free to move
P13 ensure that all necessary equipment is available
P14 ensure that ship to shore access is free of obstructions and suitable for use
P15 check tidal range whilst ship is at berth, and take the appropriate action
P16 determine if environmental conditions are safe to operate in
P17 test the ship to shore communications systems are operational

Scope/range
1 Inspect and check mooring equipment, taking into account all of the following factors:
1.1. brake holding power and tensioning levels
1.2. external factors (such as tide, weather, waves, passing vessels)
1.3. operating ranges and tolerances of mooring equipment
1.4. physical appearance of mooring equipment
2 Inspect and assess the condition of the mooring equipment and tensions according to prescribed intervals
3 Test the shore gangway according to prescribed procedures to ensure that gangways are:
3.1 clean and free from contamination
3.2 free from defects
3.3 unobstructed
3.4 well illuminated
3.5 safely rigged with nets and other safety equipment as required
4 Deploy the shore gangway according to prescribed procedures, taking account of all of the following:
4.1 safe working loads of lifting gear
4.2 safe procedure for connection of gangway
4.3 safe procedure for disconnection of gangway
5 Monitor the shore and vessel gangway according to prescribed procedures, and ensure that all of the necessary equipment is available to include:
5.1 nets and bulwark ladders
5.2 lifebuoy with light and line
5.3 check and confirm that the vessel and shore and terminal has been inspected according to the prescribed checklist
