Overview

This standard exists within a test and evaluation role and covers the competences you need to carry out the test and evaluation of explosive substances and or articles.

You will be required to demonstrate that you can confirm that the correct explosive substances and or articles have been selected for the task, are undamaged and free from contamination. You will confirm that the facilities and equipment have been protected against damage and that those under your supervision can carry out the procedures correctly in accordance with approved plans and practices.

This activity is likely to be undertaken by someone whose work role involves Ordnance, Munitions or Explosives work activities. This includes people working as test and evaluation supervisors or managers

This standards replaces COGESA3.14 and COGESA3.15.


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines
P2 ensure that all preparatory work has been carried out
P3 ensure that all safety precautions are in place
P4 take suitable precautions to prevent damage to facilities and monitoring equipment
P5 confirm that the correct explosive substances and or articles have been selected for the task
P6 ensure that all explosive substances and or articles are protected from all forms of contamination and or damage
P7 ensure that you and those under your supervision carry out the procedures and plans correctly
P8 respond to developing events and priorities in accordance with procedures
P9 segregate and dispose of the process residues and products in accordance with approved procedures
P10 adhere to the relevant quality standards
P11 maintain the requirements of confidentiality at all times
P12 maintain documentation in accordance with organizational procedures


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substance and or article
K4 the actions to be taken in response to an unplanned event
K5 the characteristics and nature of other hazardous materials with which you are working
K6 the customer’s objectives and needs
K7 the procedures and plans for the task
K8 the design, characteristics and potential hazards of the task
K9 safety constraints
K10 types of equipment relevant to the task and their application, capabilities and limitations
K11 procedures for calibration and authorization of equipment
K12 special designated responsibilities
K13 environmental controls
K14 how to consign residues and other waste products for disposal
K15 the reporting documentation
K16 the roles and responsibilities of team members
K17 the competences of the personnel involved
K18 reporting lines and procedures
K19 how to communicate clear instructions
K20 your own level of authority
K21 the relevant quality standards and compliance regime
K22 the requirements of confidentiality
