Manage the test and evaluation of explosive substances and/or articles
Overview
This standard exists within a test and evaluation role and covers the competences you need to manage the test and evaluation of explosive substances and or articles in accordance with approved procedures and practices.
You will be required to demonstrate that you can approve and or authorize test plans that are fit for purpose and meet the specified requirements, obtaining approval to amendments made to the test plan in accordance with approved procedures and practices.
This activity is likely to be undertaken by someone whose work role involves Ordnance, Munitions or Explosives work activities. This includes people working as test and evaluation managers.
This standard replaces COGESA3.10 and COGESA3.11.
Performance criteria
You must be able to:
P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines
P2 ensure that safe systems of work are in place
P3 approve and or authorize plans that are fit for purpose and meet the specified requirements
P4 review the conduct of the task and deliverables with the customer
P5 communicate the plan appropriately
P6 allocate responsibilities appropriately
P7 deliver the objectives within budget and or timescale
P8 respond to developing events and priorities in accordance with procedures
P9 obtain approval to amendments made to the plan
P10 co-ordinate the activities of other resources
P11 segregate and dispose of the process residues and products in accordance with approved procedures
P12 ensure that the site is suitably remediated and the equipment recovered post-task
P13 give clear and accurate technical advice
P14 maintain the requirements of confidentiality at all times
P15 adhere to the relevant quality standards
P16 report your findings in the correct format
Knowledge and Understanding
You need to know and understand:
K1 the health, safety and environmental and other statutory legislation, regulations, safe working practices and procedures governing explosives and their implications for your area of work
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substance and or article
K4 the objectives
K5 the functioning of the item under test
K6 how to assess hazards and mitigate risks
K7 how to adapt, design and validate the procedures
K8 the competences of the personnel involved
K9 the availability of resources and any constraints attached to them
K10 monitoring techniques relevant to the task
K11 the actions in response to unplanned or developing events and imperatives
K12 the stakeholders and the nature of their interest in the task
K13 how to consign waste residues and other products for disposal
K14 your own level of authority
K15 the relevant quality standards and compliance regime
K16 any confidentiality requirements
K17 the factors relevant to assuring quality
