Overview

This standard exists within a test and evaluation role and covers the competences you need to adapt an existing test and evaluation procedure for explosive substances and or articles.

You will be required to demonstrate that you can confirm the customer requirement for the task to be carried out, identifying the relevant factors and information, in accordance with approved procedures and practices.

This activity is likely to be undertaken by someone whose work role involves Ordnance, Munitions or Explosives work activities. This includes people working as test and evaluation supervisors.

This standard replaces COGESA3.5 and COGESA3.6.


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines
P2 confirm the customer requirement for test and evaluation
P3 identify the information and factors relevant to the task
P4 confirm that there is a suitable, existing, adaptable procedure
P5 ensure that your adaptation meets the customer’s requirement
P6 include organizational factors in addition to the customer’s requirements that are likely to add value to the outline changes
P7 obtain agreement through a peer and customer review
P8 design a procedure that is fit for purpose
P9 identify other potentially valuable outcomes that could be delivered concurrently
P10 adhere to the relevant quality standards
P11 document the agreed process in the appropriate format


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substance and or article
K4 the actions to be taken in response to an unplanned event
K5 the functioning of the explosive substance or article
K6 the information and factors relevant to the task
K7 the objectives of the task
K8 sources of relevant information
K9 the basis on which explosives test and evaluation procedures are designed
K10 why an existing procedure is not suitable
K11 document control procedures
K12 the resources needed to carry out the task
K13 how to dispose of explosive substances and or articles residues arising from the task
K14 the role of peer and customer review
K15 what might constitute value to your customer and/or your organization
K16 your own level of authority
K17 the relevant quality standards and compliance regime
K18 how and why the adaptations proposed will have an impact on the hazards and risks associated with the procedure and conditions
