Determine the existence of a suitable test and evaluation procedure for explosive substances and/or articles
Overview
This standard exists within a test and evaluation role and covers the competences you need to determine the existence of a suitable procedure for testing and evaluating explosive substances and or articles.
You will be required to demonstrate that you can decide whether an existing procedure is suitable on the basis of an analysis of the available information. Obtaining agreement to your proposal through a peer and customer review in accordance with approved procedures and practices.
This activity is likely to be undertaken by someone whose work role involves Ordnance, Munitions or Explosives tasks. This includes people working as test and evaluation operators, supervisors and leaders (managers).
This standard replaces COGESA3.2.
Performance criteria
You must be able to:
P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines
P2 identify the information and factors relevant to the task
P3 select the most likely process that meets the criteria
P4 decide whether an existing procedure is suitable on the basis of an analysis of the available information
P5 obtain agreement to your proposal through a peer and customer review
P6 identify other potentially valuable tasks that could be carried out concurrently
P7 determine that this approach meets the customer’s requirements, through negotiation
P8 adhere to the relevant quality standards
P9 document the agreed process for audit purposes in the appropriate format
Knowledge and Understanding
You need to know and understand:
K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substance and or article
K4 the actions to be taken in response to an unplanned event
K5 the factors relevant to the task
K6 the objectives of the task
K7 the range of test and evaluation methods that may be relevant
K8 sources of relevant information
K9 analysis methods and techniques
K10 the facilities and resources available locally and elsewhere
K11 the resources needed to carry out the test or evaluation
K12 your own level of authority
K13 when and why a customer and or peer review would be appropriate
K14 what might constitute value to your customer and or your organization
K15 when and how to advise the customer to pursue a different course of action
K16 when and why it might be appropriate to carry out other tasks concurrently
K17 the importance of documenting your actions and your rationale
K18 the relevant quality standards and compliance regime
K19 your organization’s recording procedures
