Overview

This standard exists within a test and evaluation role and covers the competences you need to establish the performance criteria for explosive substances and or articles in accordance with approved procedures and practices.

You will be required to demonstrate that you can ensure that the technical requirements are understood and specified, obtaining sufficient information to understand the customer’s objectives in accordance with approved procedures and practices.

This activity is likely to be undertaken by someone whose work role involves research, design or development of Ordnance, Munitions or Explosives. This includes people working as operators, supervisors and leaders (managers) in test and evaluation.

This standard replaces COGESA3.1.


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines
P2 obtain sufficient information to understand the customer’s objectives
P3 identify or confirm the identity and condition of explosive substances or articles
P4 ensure that the technical requirements are understood and specified
P5 determine how your organization can respond to the requirements in terms of workload and resources
P6 characterise the hazards pertaining to the task
P7 quantify the risks of the task
P8 record information in accordance with organizational procedures
P9 check and obtain agreement that the requirements are interpreted correctly
P10 adhere to the relevant quality standards
P11 maintain the requirements of confidentiality at all times


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives, and their implications for your area of work
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substance and or article
K4 the actions to be taken in response to an unplanned event
K5 the functioning of the explosive substance or article
K6 how to carry out a risk assessment
K7 how to identify the hazards
K8 the relevant performance specifications for the explosive substances
and or articles
K9 information sources and documents that pertain to the performance criteria
K10 previous results, simulated results, and manufacturer, design authority and scientific literature
K11 how to interpret, collate and translate data and manipulate information into suitable formats for comparison
K12 analysis methods and techniques
K13 the competences of the personnel involved
K14 your own level of authority and that of others with whom you work
K15 when and how to challenge a customer’s requirement
K16 the different courses of action you might suggest
K17 the requirements of confidentiality
K18 the importance of documenting your actions and your rationale
K19 the relevant quality standards and compliance regime
K20 your organization’s recording procedures
