Overview

This standard exists within a research and development role and covers the competences you need to prepare the research programme for explosive substances and or articles in accordance with approved procedures and practices.

You will be required to demonstrate that you can keep records of the ideas considered, and the justification for their selection or dismissal, acknowledging input from others. Ensuring that your programme addresses the research strategy in accordance with approved procedures and practices.

This activity is likely to be undertaken by someone whose work role involves Ordnance, Munitions or Explosives (OME) work activities. This includes individuals working as research leaders.

This standard replaces COGESA1.7.


Performance criteria

You must be able to:

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines
P2 keep records of the ideas considered, and the justification for their selection or dismissal, acknowledging input from others
P3 ensure that your programme addresses the research strategy
P4 identify and address any operational constraints that could affect the research programme
P5 identify and express clearly in the research programme the aims, objectives, expected outcomes, timescale and resources to be used
P6 ensure that your outline budgets are realistic
P7 ensure that colleagues and stakeholders are fully involved in research programme preparation, and are briefed
P8 prioritize your proposed research activities within the programme, in line with the research strategy
P9 maintain the requirements of confidentiality at all times


Knowledge and Understanding

You need to know and understand:

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substances and/or articles
K4 the actions to be taken in response to an unplanned event
K5 your organization’s operational policies and objectives
K6 the requirements of the research strategy
K7 the business risks associated with the research programme
K8 current trends in your area of specialism and related areas
K9 your stakeholders and the nature of their interest
K10 the requirements of the programme planning cycle
K11 the different ways in which you might overcome any operational constraints
K12 any required formats for the research programme
K13 the peer review process
K14 your own level of authority, and that of others with whom you work K15 the requirements of confidentiality
